ADDENDUM TO AWPP NEW INFORMATION CONTENTION RE POLYVINYL CHLORIDE SENT AND DATED AUGUST 16, 1984 TO THE ASLB AND SERVICE LIST AWPP inadvertantly omitted the 5th criterion on its late filing, but not states the Contention represents an established fact that the breakdown of polyvinyl chloride and its additives are hazzardous so that no tueless broadening of disputes will result.
The admission of any late filed contention would be denied if it were judged on whether it delayed the proce.eding.
The intent of the ruling, how-ever, is if this can be a small delay for a possibly large public good, the criterion is met.
