'Ihe U. S. Nuclear Regulatory emMasion (NRC) presently has underway a program to reassess its requirements regarding selection, training and licensing of all categories of personnel involved in the operation and maintenance of nuclear power plants. As a part of this program, the NRC has contracted an outside organization, Analysis & Technology, Inc., to provide an independent pce ec-v tive regarding the requirements for operator licensing. In support.of this effort, a survey tem from Analysis & Technology will visit selected reactor sites and similator facilities during the period of May 14 to June 27, 1980.
Palisades Nuclear Station has been selected as one of the sites. Analysis &
Technology would like to visit the site June 19 - 20, 1980.
'Ihe o' jective of these visits will be to collect information on NRC/ industry o
requirements and practices regarding the selection, prescreening, training, exa::zination, requalification and performance of control rom operators, senior operators and other operational and maintenance personnel. Selection of these sites was based on a desire that they be representative of all existing facil-lities and provide an adequate sagling of different training programs. It is in no way intended for these surveys to constitute an audit of an individual facility's pracHeaa, but rather, that they provide a sagling of industry-wide practices for subsequent analysis.
'Ihe results of this analysis will lead to recomendations for changaa to NRC/
industry practices (where avywytiate) which will provide increased assurance of the operational safety of nuclear power plants. 'Ihe major parts of these surveys will consist of docment research and personnel interviews. Survey teams will consist of fra two to five people.

In addition, a puwesed peneral schedule for the enevnvt of these visits is included.
A vital part of this research will consist of the detm dnmHen of predictive indices of operator and trainee y-&fm-haaad on a collection of data fran review of personnel training, perfomance and background records. These pre-dictive irv'4ce= vf.ll be used in the evaluation of selection and prescreening criteria and determination of prerequisites for advar-t.
Analysis & Tech-nology personnel are authorized by the IEC to review these records. It is fully ram 14=4 that these muu are considered to be of a confidential nature.
To raintain this conf 4Aaneimlity, prior to Ap=Lzre fra the site, information collected frem these records will be correlated to an individual by use of a letter-rnzrber code rather than the use of an individual's nee, social security
- nunber, etc.-Simf1=vly, any infw-Hr= collected that is considered by the facility to be of a proprietary nature will be treated as such. Facilities are requested to follow their noral ackdnistrative pp ures in granting release of these types of infomation (confidential and/or proprietary) to Analysis & Technology sutvey personnel.
