VIRGIL C. SUMiER SAFETY EVALUATION REPORT INPUT ON THE IfSLEMENTATION OF RECOM4ENDATIONS FOR THE AUXILIARY FEEDWATER SYSTEM i

The Auxiliary Systems Branch (ASB) has completed hts review of the Auxiliary Feedwater Syttum (AFWS) reliability evaluation for the V. C. Sumer facility.

In a letter dated March 10, 1930, our requirements regarding the V. C. Sumer l

Auxiliary Feedwater System were forwarded to the South Carolina Electric and

Gas Company (SEE&G). SCE&G provided responses in a letter dated August 15, 1930.

We have completed our review of SCE1G's response and have prepared a Safety Evaluation Report (SER) input which is attached. Our SER input resolves Task i

Action Fian item II.E.1.1 wnich is a requirement for.a full power license.

Reconnendation GS The control grade design for auxiliary feedwater automatic initiation signals and circuits is still under staff review.

Additional Short Tenn Recomendation 3 - The design for auxiliary feed-water flow indication is stilluunder staff review.

Reconnendation GL The applicant has not provided adeouate assurance i

D 3 1980 Robert L. Tedesco Our resolution of item 3 (GL-2) and item 4 (GL-4) will be presented in a supplement to this SER.

Item 1 (GS-7), item 2 (Additional Short Tenn Recom-mendation 3) and item 5 (GL-5) are currently being evaluated by the Instru-nentation and Control Systems Branch and our safety evaluation Htithese itens will also be provided in a supplement to this SER.

The applicant's reliability analysis is being evaluated by the Reliability and Risk Assessment Branch using Sandia Laboratory personnel as consultants.

Resutts of this evaluation will be presented in a supplement to this SER.

We also request that the Division of Licensing direct the applicant to incorporate the AFWS infonnation previously submitted in response to the March 10. 1980 letter into the V. C. Sunner FSAR as an amendment to the ap application.
