REQUEST FOR It' FORMATION Based on our review of your submitted information pertaining to automatic initiation of the auxiliary feedwater system (AFWS) (TMI Concern: Action Plan Item II.E.1.2; NUREG-0578, Section 2.1.7.a), we have concluded that the McGuire Units 1 & 2 AFWS automatic initiation meets all safety grade requirements with the exception of operating bypasses. The FSAR states that, during plant shutdown, the operator can manually defeat the automatic start of the auxiliary feedwater motor driven pumps on either low-low level in any steam generator or trip of both main feedwater pumps. The design does not include an autcmatic rerraval of this manual bypass feature.

This design is not in accordance with IEEE 279-1971 requi rement.4.12 (i.e., operating bypasses) which states that, where operating requirements necessitate automatic or manual bypass of a protective function, the design shall be such that the bypass will be removed automatically whenever permissive conditions are not met.

Therefore, it is our position that automatic removal of this manual bypass be provided in accordance with IEEE 279-1971 since possible failure to remove this operating bypass could prevent the AFWS from performing its automatic safety function.

Pleahe provide sufficient information (i.e.,

logic diagram, electrical schematics, etc.) to demonstrate compliance with our position as stated above.

Identify and justify any exceptions.
