RESPONSES TO.IE BULLETIN 79-OSC -

AUTOMATIC RCP TRIP DESIGN The long-term action item for licensees associated with IE Bulletin 79-OSC requires licensees to propose and submit for review, a design which will assure automatic tripping of the operating RCPs under all circumstances in which this action may be needed.

The following is a status of licensees' responses to this requirement:

OCONEE - Duke Power Company's letter of 08/24/79 forwarded a conceptual design for which it is waiting for NRC approval.

A copy of this letter is attached to this memo as Enclosure 1.

- AP&L stated in its letter of 08/29/79 that a design would be submitted by 10/31/79. This document has not been sent by AP&L yet.

AP&L's latest estimate is NRC receipt of the design by 11/15/79.

Rancho SMUD stated in its letter of 08/27/79 that a design would be submitted Seco.

by 10/31/79. This document has not been sent by SMUD yet. SMUD does not intend to.submit its design until the NRC decides which input signals are acceptable.

D-B 1 TECO's letter of 11/01/79 forwards a system description, criteria and drawings of its proposed safety-grade automatic reactor coolant pump trip. A copy of this letter is attached to this memo as Enclosure

2. NOTE-A short-term design was submitted by TECO in its letter of 08/29/79.

CR-3 FPC's letter of 11/01/79 states that FPC is utilizing the services of Gilbert Assoc.

Inc. and B&W to provide a design by late 12/79.

NOTE A short-term design was submitted by FPC in its letter of 08/24/79.

A copy of FPC's 11/01/79 letter is attached. to this memo as Enclosure 3.

As can be seen above, each of the licensee's is working on this design at the present time.

Each is proceeding under the assumption that the staff is going to approve its conceptual design (i.e. ESFAS actuation coincident with low RCP current).

We have a meeting with the Owners' Group and B&W tomorrow to try and resolve the acceptability of using iow RCP current or power as one of the input signals.

I am sending the enclosures to you now for information; however, if the staff decides to accept the use of RCP current/power as a valid input signal to the coincident logic, we will need to review these submittals for acceptability.
