It sho'!1d be noted tnat Indian Point 2 presenst34trAFI flow control valves for 15] gnn to each stean generator and nanual action inside the control rocn is needed to increaseett.ii flow rate when tne systaa starts. It does not appear that Consolidated Edison considered this recuired action in tacif response.

Reactor Systens Branca is requested to evaluate shis response including tha 150 gpn linisation and 10 minutes for coerator action since the transients and accidents a e part of FSAR Chaotar 15 review. It should'also be noted that we have been recuested by the ORr't to expedite tae Indian Point Unit 2 (also Zion and Indian Point Unit 3) review since the, plant is located close to a high population area and, thereface, has been notified by the 'IRR staff to conolete modifications and crocedural cnanges at an earliar date taan other coerating nlants. 7e Indian Point Unit 2 response should, therefore, have a nigher priority than the responses fran other plants already transmitted to you.
