COMMENTS ON THE DIFFERING DROFESSIONAL OPINION ON SE000YAH WELD REPAIR OF DRESSURIZER RELIEF PIPE (J. HALAPATZ)

Based on my discussions with Mr. J. Halapat: and other staff members of both

'IRR ano I&E, I have the following comments on the subject matter.

1) Weld drawcead repair of the type used at Sequoyah is a common and accepted method of repair.
2) The individual technical points made by Mr. Hala:at: are generally correct and have merit, but I have found no other staff memoer :na has raised a significan Safety pr0blem concerning inis nele repair einer than Mr. Halapat: in his June 15, 1930 memorandum to Mr. S. Pawlicki (Ref, o nge 3. Paragra:n 3).
3) The staff has a commitment frem the licensee to include the recair welcs in :ne ISI program.

Recomr'enca tio ns I believe tha: the repair weld is representative of many of ne repair welds allowed by the Code. However, ! do feel that including these repair welds in :ne normal ISI program is not sufficient.

I would strongly recommend that an augmentec ISI program be imolementec, to have the pressuri:er weld repairs insoected using ultra-sonic tecnnicues, curing :ne nex three refueling outages. If no crack like incica-ions are founc during these inscettions, then I would recommend reverting to :ne clant's nor-tal ISI Oregram, maintaining these carticular welds in :nat insoection program.
