This LER refers to the RPCI system being declared inoperable due to administrative blockage of valves in order to facilitate repairs on a leaking check valve (2-23-131) in the RPCI gland seal pump discharge line. This constitutes operations in the degraded mode and is governed by Technical Specifications 3.5.C.2 and 6.9.2.b.2.
