SUMMARY

Scope:

The inspection investigated the facility's current " shut-down" status.

Present activities were examined and special nuclear material (SNM) quantities remaining on site were confirmed.

In addition, recent plant operations were reviewed in the following areas as part of the NRC's routine material control and accounting (MC&A) inspection program: MC&A system management and assessment, internal controls, measurement control, physical inventory and records and reports.

Follow-up items from the previous 1

inspection were also examined.

Before shut-down, the operations at the Windsor Combustion Engineering Nuclear Fuel Manufacturing Facility essentially involved the receipt of 9311300005 93111BF PDR ADOCK 07001100 C

2 uranium dioxide (U0 ) pellets from their affiliate in Hematite, N0, loading 2

pellets into fuels rods and the ultimate assembly of rods into fuel bundles.

Currently, these operations have ceased and the licensee has since removed all known production quantities of SNM. The licensee has begun planning, but has not embarked on any involved decontamination and decommissioning activities. However, some preliminary clean-out efforts were performed before and since the last annual physical inventory conducted on September 1, 1993. That clean-out has resulted in the recovery of approximately 2500 grams of U-235 since the physical inventory, most of which has been shipped off site. Aside from any additional material which may be recovered, the quantity of SNM remaining on site is 148.0 grams of U-235 contained in i

various non-destructive assay standards in building 17 and 136.1 grams of U-235 contained in various lab samples and standards in buildings 5 and 16-.

MC&A Inspection Routine MC&A inspection activities revealed one violation and one inspector follow-up item. One violation and three inspector follow-up items identified as a result of the previous inspection were closed.
