NRC Inspection Report No. 070-1100/9841 Announced inspection of the activities associated with the packaging, repackaging, evaluation, storage, handling and transportation of waste from prior operations for the purpose of special nuclear material (SNM) control. Areas reviewed included: radioactive waste storage /SNM control, radiation protection, and management controls.

The licensee had in place effective programs for radwaste storage /SNM control and radiation protection. The licensee had in place a management control program which provided oversight of program activities. No safety concems or violations of regulatory requirements were observed.

I. Radwaste Storage i

Inspection Scope i

l The inspector reviewed the licensee's program for the storage of radioactive waste from previous operations, and the control of SNM contained in the radioactive waste.

Observations and Findinos The inspector toured the site, including the areas where the radioactive waste was stored. During the tour the inspector observed the condition of the radioactive waste i

storage containers, access provided to the containers for inspection, container posting and labeling, SNM possession limits, and container access control and security. The l

inspector also reviewed the licensee's methods and procedures for determining the amount of U-235 in storaga.

Based on the above observations, reviews, and also discussions with the licensee, the inspector determined that the licensee's radioactive waste storage containers were intact with no signs of swelling, leakage or deterioration. The containers were clearly labeled, and the radioactive waste was stored in a manner tbM would prevent unauthorized removal. The licensee maintained an SNM cc a.31 program for determining the amount of U-235 in storage. The waste storage batches met the license requirements relative to the amount of U-235 permitted in each batch and the separation distance between batches. The licensee conducted an annual SNM i

physicalinventory h April 1998 and performed a book inventory in September 1998.

Additionally, the licensee had generated SNM waste as a result of component removal in Building 3. The inspector noted that this waste was stored separately from the other waste batches, and the licensee had determined the amount of SNM present in this waste. The licensee stated that this waste would be added to the current waste batches and included in the total SNM inventory.

Conclusions The licensee was meeting all license requirements with respect to the storage of radioactive waste, including packaging, repackaging, evaluation, and handling for the purpose of SNM control.

No violations or safety concerns were identified in this area.

11. Radiation Protection i

l A.

Insoection Scope The inspector reviewed the licensee's radiation protection program. This review included training, procedures, exposure control, surveillance activities, and radiation work permits (RWP).

Observation and Findinas l

l While touring the site and facility buildings, the inspector examined postings and l

wamings located throughout the buildings and site. The inspector also reviewed l

records of periodic inspections which were conducted by the licensee to ensure that i

the appropriate postings and wamings were maintained throughout the site.

l Additionally, the inspector made independent direct radiation measurements in selected areas and determined from these measurements that these areas contained the appropriate postings and wamings. A review of 1997 extemal radiation exposure data indicated that ten individuals were monitored for extemal exposure related to the l

SNM license, and they received no extemal exposure. The total intemal exposure for 1997 was 0.448 DAC-hrs or 1.12 person-mrem for three monitored individuals.

Additionally, the inspector reviewed licensee training procedures for radiation worker training as well as training records. In particular, the inspector verified that individuals who had worked on a radioactive waste drum sampling job were properly trained.

The radioactive waste drum sampling job was performed under an RWP. The RWP l

program was reviewed in order to determine the control the licensee exercised over l

work activities involving radioactive materials. RWPs were used for controlling the l

work activities for sampling the stored radioactive waste for chemical constituents and for routine inspections of Building 3.

Finally, the inspector reviewed surveillance sample records including general area air l

j sample data and routine smear sample data. The inspector also reviewed smear sample data from specific work activities such as the radioactive waste sampling activity discussed above.

Conclusiens Based on the above review, the inspector determined that the licensee had in place a radiation protection program commensurate for the scope of work taking place onsite and the potential hazards to employees. Postings and precautions were appropriate, and contamination and exposure control were good. The radiation protection staff was knowledgeable and experienced, and the staff was familiar with the extent of the radiological hazards related to licensed activities.

No violations or safety issues were identified.

The inspector reviewed the programs the licensee had in place that provided for oversight of licensed activities.

Obsentations and Findinas License condition 2.7 requires annualinspections of the radiological safety program by a person having no direct responsibility for the operation being inspected, and l

license condition 3.1.3 requires that the Radiation Safety Officer prepare an annual report of radiation protection activities. The inspector reviewed an audit of the radiation protection program conducted on December 9-10,1997 by an outside consultant. The audit, which was conducted using an audit plan, focused in depth on i

the radiation protection program and was well documented. The "1997 Evaluation of the Radiation Protection Program for the SNM 1067 License", which was prepared by i

i the RSO, was also reviewed by the inspector. This report covered various areas of the radiation protection program for 1997 including offsite doses due to airbome effluents, intemal radiation exposure data, and extemal radiation exposure data. The inspector noted that the December 1997 audit and the RSO repost discussed above I

j satisfied the requirements oflicense conditions 2.7 and 3.1.3, respectively.

Conclusions Based on the above reviews, the inspector determined there was effective oversight i

and assessment of licensed activities. The audits / inspections were of sufficient i

technical depth to assess radiation protection activities and probe for programmatic weaknesses. Discussions with the licensee indicated that the next audit would be conducted in December 1998.

No violations or safety issues were identified.

The inspector met with licensee representatives at the conclusion of the inspection on November 18,1998. The inspector summarized the purpose, scope and findings of l

the inspection. The licensee acknowledged the inspection findings.
