2. Independent Inspection Effort Independent inspection effort was conducted by a tour of the plant, during which the inspector observed plant operations and personnel handling special nuclear material. No problems were noted.
3. Actions on Previous Findings (Closed) 85-04-01-The Windsor SNM Measurement Control-Audit / Review, dated December 20, 1984, identified seven weaknesses that were being pursued by the licensee but not completed at the time of the inspection. In a memo, dated June 28, 1985, from H. T. Cohen to T.B. Bowie, the identified weak-nesses were adequately answered.

(Closed) 85-06-01-Split samples were taken for analysis by the licensee's contractor laboratories and New Brunswick Laboratory. The results of the analyses were to be sent to the Region 1 inspector for a comparison and evaluation. The licensee mixed up the assigned sample shipping numbers so a comparison between the contractor laboratories and New Brunswick Laboratory could not be made. Other samples were taken during this inspection. '

(Closed) 87-02-01-The 1987 measurement control audit was performed within the required 12 nonth interval of the prior audit (see paragraph 4). .

4. Facility Organization and Management Controls The inspector reviewed the responses to the weaknesses identified in the Windsor SNM Measurement Control Audit, dated Decer.ber 20, 1984 The responses were adequate. The inspector also reviewed the measurement ,

conti01 audits of the licensee's contractor laboratories for the years

1985 and 1986. The weaknesses found were addressed. The 1987 l measurement control audit was complete and within the 12 month required period but was not issued at the time of this in vection and was not reviewed by the inspector. The audits perfomed by the internal audit staff were thorough and complete.

5. Measurement Systems The inspector observed the licensee sampling pellets, grinder sludge, electric vacuum dirty powder, green scrap, filter knockdown, centrifuge sludge, virgin U02 p wder and oily powder to be sent to their laboratory and their contractors' laboratories for U and U-235 analyses. Duplicate samples were taken for the NRC, to be sent to the New Brunswick Laboratory, for independent analyses. On completion of the analyses by all the laboratories, a comparison evaluation will be made by the NRC inspector. This evaluation will help to determine the adequacy of the licensee's laboratory and their contractors' laboratories. (Inspector Follow-up Item 88-01-01).
6. Exit Interview The inspector met with the licensee representatives (listed in paragraph 1) at the conclusion of the inspection on January 21, 1988, and summarized the scope and findings of the inspection. At no time during this inspection was written material provided to the licensee by the inspector.
