30703 - Exit Interview The. inspector met with Mr. D. Parks at the conclusion of the inspection on September 5, 1986, and summarized the scope and findings of the inspec-tion.

At no time during this inspection was written material provided to the licensee by the inspectors.

92702 - Licensee Action on Previously Identified Enforcement Action (Closed) Violation (70-1100/85-08-01): Failure to maintain the tamper-safe records as described in the licensee's NRC approved Fundamental Nuclear Material Control Plan (FNMCP).

The inspector's review of the tamper-safe records for the period December 12, 1985 through September 4, 1986, deter-mined that the records were being maintained as described in the licensee's FNMCP. The records contained documentation of the time of application of seals and the signature of the individual responsible for applying the seals.

85205 - Facility Operations and Internal Controls The inspectors observed that the authorized possession and use of special nuclear material were as specified in the facility license.

The inspectors reviewed the licensee's storage and internal control prac-tices applicable to the two material balance areas (MBA's) and two item control areas (ICA's) and determined that the licensee properly prepared and maintained control of SNM transfer documents. All of the MBA and ICA 4

internal transfer documents issued in the physical inventory period of September 18, 1985 through February 27, 1986 were reviewed by the inspectors for proper signature, measured quantities, location, and timeliness. No discrepancies were identified.

85215 - Records and Reports The inspectors audited the nuclear material control records and reports-for the low enriched uranium physical inventory material balance period, September 18, 1985 through February 27, 1986. All line items on the SNM inventory report were traced by the inspectors to the source documents and compared to the records maintained by the licensee and to the DOE-NMMSS computer tabulations. The licensee's ledgers were verified for accuracy for the same period. Nuclear Material Transaction Reports (DOE /NRC Form-741), that document receipts, shipments, measured discards, timeli-ness, format, and accuracy of content, were reviewed. No discrepancies were identified.

Material Status Reports (DOE /NRC Form-742), submitted for the material balance period ending February 27, 1986, were also reviewed in the same manner. No discrepancies were identified.

The inspectors determined that the licensee's control and subsidiary records for the period under review were adjusted to the results of the physical inventory as required by NRC regulation.
