Licensee Action On Previously Identified Enforcement Action (Closed) Violation (70-1100/86-02):

Failure to notify the NRC within two months of changes made to the NRC-approved physical security plan. The 1

inspector determined through a review of the current NRC-approved physical l

security plan, that changes to the plan had been submitted to the NRC for i

approval on June 10, 1986 and November 7, 1986. The NRC approved these l

changes on December 31, 1986.

Facility Operations and Internal Control The inspector reviewed the licensee's system of tamper-safing containers.-

The seal logs (tamper-safing records) were reviewed on July 28, 1988 to i

determine if the logs contained information regarding the seal number, item being sealed, date and type of application or disposal of the seal, l

and the signature of the individual authorized to apply and/or remove the seal, as required by paragraph 5.2.4,'1 of the licensee's NRC-approved 4

Fundamental Nuclear Material Control Plan (NMPCP) and the "Tamper Indicating Seal Procedure", MFG.16-13, dated December 16, 1985.

The inspector noted that the "Fuel Bundle Seal Log" contained sheets that documented the tamper-safe seals that were applied or removed during'the

]'

period of January 1,1988 through July 28, 1988. However, the seal log did not contain the documentation (sheets) for the seals that were applied or removed during the period October 8, 1986 through December 31, 1987.

The licensee surmised that the individual responsible for the seal log had removed and filed those sheet-but they could not be located. The J

responsible individual was on vacatien and could not be contacted. This is an unresolved item (70-1100/88-07-01) and will be reviewed in a subsequent

inspection. An unresolved item is one about which more information is i

required in order to ascertain whether it is acceptable or is a violation of NRC requirements.

3 In addition, the inspector found that the licensee is currently in the process of revising its tamper indicating seal procedure to reflect current practices.

Records and Reports The inspector audited the nuclear material control records and reports for the low enriched uranium physical inventory material balance period, October 8, 1986 through June 8, 1987. All line items on the SNM inventory report were traced by the inspector to the source documents and compared to the records maintsined by the licensee and to the DOE-NMMSS computer tabulations.

The 1 1censee's ledgers were verified for accuracy for the same period.

Nuc'. ear Material Transaction Reports (DOE /NRC Form-741),

which document receipts, shipments and measured discards were reviewed, along with timeliness, format, and accuracy of content. Material Status Reports (DOE /NRC Form-742) submitted for the material balance period ending June 8, 1987, were also reviewed in the same manner. No discrepancies were identified.

The inspector determined that the licensee's control and subsidiary records for the period under review were adjusted to the results of the physical inventory, as required by NRC regulation.

General Requirements for the Protection of Special Nuclear Material of Low Strategic Significance The licensee was protecting special nuclear material of low strategic significance in conformance with the NRC-approved physical security plan for the facility.

The inspector confirmed this by examining barriers and access controls, procedures, and by observations of a licensee test of alarm system features.

Implementation of the physical security plan meets the general performance requirements and objectives of the governing regulations.

In addition, the inspector found the licensee is in the process of revisir.g its physical security plan to include the addition of temporary office trailers that are attached to Building 17 within the control access area.

The inspector met with the licensee representatives indicated in paragrach 1 at the completion of the inspection on July 15, 1988 and summarized the scope and findings of the inspection.
