RESTORATION OF THE GENERIC EXEMPTION FROM ANNUAL FEES FOR NONPROFIT EDUCATIONA'_ INSTITUTIONS WISCONSIN ELECTRIC POWER COMPANY On September 29, 1993, a proposed rule to restore the generic exemption from annual fees for nonprofit educational institutions was published in the Federal Register. Wisconsin Electric Power Company supports the restoration of this exemption for research and training reactors.

Wisconsin Electric as owner and operator of Point Beach Nuclear Plant Units 1 and 2, depends on nuclear engineering programs to provide well-trained nuclear engineers to support.the operation and maintenemce of our facilities. An essential element in the training of these engineers is derived from university operated training and research reactors. Continuation of an annual licensing fee will place an undo burden on the financial viability of these reactor facilities. In many cases, the financial burden may force the nuclear engineering departments to close their research and training reactor facilities. The loss of these facilities will threaten the quality and viability of nuclear engineering education. These losses are clearly not'in the best interest of public health and safety.

Wisconsin Electric requests that the Nuclear Regulatory Commission-restore the generic exemption from annual license fees for nonprofit educational institutions. If you have any further questions, please contact us.
