SUBJECT:
TELEPHONE CALL WITH TOM APPLEGATE On September 3, 1981, Applegate called to inform Region III of his recent address and phone change. His new address and number are:
, He said he had moved at the request of his former landlady who had experienced numerous harrassing telephone calls regarding Applegate.

Applegate said it had been well over three weeks since he had been contacted by Jim McCarten and he was wondering about the status of our investigation report. I told him I expected it to be issued within two weeks and I would call him if it wasn't.
He asked if Region III would let him know before the report was publicly released.
I assured him we would.
I called Applegate on September 17, 1981, to tell him the report would not likely be issued before three more weeks and I would let him know if it wasn't released by then.
Applegate expressed an interest in the information we received from C.
K., Smith.
He described Smith as a former Kaiser Assistant Project Manager. I told him I didn't recall us talking to Smith but that he could be assured we would talk to all those people brought forward by him during the February, 1981, meeting with us in Region III.
l Applegate also expressed interest in the OIA report and our interface with l
DOJ.
I told him I couldn't comment on the OIA matter and that Region III jf was interfacing with DOJ.

SUBJECT:
ALLEGATION RECARDING THE ZIMMER FACILITY On January 14, 1981, I received a telephone call from He had formally been a QC inspector at the Zimmer plant.
Specifically, he had worked for a jobber, Gilbert, during the summer of 1978.
His job was to do QC inspections in the electrical area.
He stated that he wrote many nonconformances which related primarily to the pulling and laying of electrical cables.
He stated that many were returned as being invalid. He said that his supervisor, who he could only remember as "Stu", would advise him that he was writing too many nonconformances and implying that he should not be doing this.
Finally he stated that he was relieved from his job. While other reasons were officially given, he stated it was his view that he was relieved from his job because he was reporting all the details of his findings.
He stated that he could not remember in detail the individual's name for whom he worked nor could he remember the specific name of any other inspectors, whom he said he-had had a similar experience.
He volunteered that he had worked in the past with Jack Fughes, the current NRC Resident Inspector at Perry. He asked for Jack Hughes' telephone number which was provided for him. He said that he thought Jack knew of the other QC inspector whom he referenced, and possibly the supervisor, and he was going to call and talk to him about it.
I referred the above information to Jim McCarten who on January 14, 1981, was involved in an investigayon at the Zimmer plant involving allegations similar to those provided by s/ These matters will be considered as part of the current investihrtion."
