SUBJECT:
INDEPENDENT VERIFICATIONS TO SUPPORT ZIMMER IhTESTIGATION On a memo routing slip dated April 21, you requested cot:=ents regarding a draft memorandum of the same subject.
I believe this memorandum is premature and should be delayed until the licensee's program for confirming the adequacy of construction is finah. zed.
I do not believe it is prudent to finalize our efforts on these matters untf1 af ter the licensee's program has been defined and is well -
on its way to be implemented.
In addition, I have some concerns about the utilization of criteris addressing 95% reliability with a 95% confidence factor.
This can become extremely complicated and subject to controversy as pointed out in our experience at Marble Hill; therefore, I am not sure that it is necessary to express our verification program in those terms.
I would rather support a program which, in fact, provides us the necessary confidence in this matter.
- s a matter of principle, I believe Mr. Norelius should be added to the addressee list in that his people will undoubtedly have to perform a large majori'ty of the work described in this memorandam.
I would be happy to discuss;this matter with you further, if you so desire.

SUBJECT:
This memorandum establishes the independent verifications program which Rill will perform to support the Zimmer Investigation.
If future investigation findings indicate that the information given below should be modified, please discuss it with me.
This program is as follows:
The licensee is committed to visually inspect structural beam welds 1.
performed by Bristol Corporation.
RIII inspectors will visually inspect a sample of the welds.
Sample size will be sufficient to satisfy the criteria of 95% reliability with a 95% confidence factor.
