The purpose of this memorandum is to establish the independent verificatio of the RIII will perform or have performed at Zimmer in support that site.

ZI. TIER INDEPENDENT VERITICATION PROGRAM 1.

Af ter CCLE has visually inspected structural beam welds made by Bristol Corporation and identified faulty welds, RIII inspectors will inspect a sample of the velds found acceptable by CG6E.

Sa=ple size of welds inspected by RIII will be sufficient'co give 95%

confidence /95% reliability that welds found acceptable by CG6E are indeed acceptable.

RIII will also perform a spot check (not 95%/95%)

on repaired welds to determine acceptability of repairs.

To confirm field and shop piping welds are acceptable, RIII will obtait the services of an inde' pendent radiographer to radiograph a sample of field and shop welds.

Two safety related systems will be selected by the investigation team.

Sufficient radiographs will be taken to give 95% confidence /95% reliabflity that these systems' welds are acceptable.

This will be done concurrently with ongoing licensee evaluations.

RIII will determine if the Texas Nuclear Alloy Analyzer can be used to analyze material composition with sufficient sensitivity to resolve materials and weld metal traceability / composition questions.

If the Analyzer can be used, the investigation team will define a verification program using it.

RIII will directly observe a sa=ple of the licensee's metbod (still to be determined) of determining proper socket weld fit up.

RIII will select two safety related systems and make sufficient observations of existing (considered acceptable to licensee with no re-work) and re-worked fitups (considered acccptable to licensee after re-work) to give 95% confidence /95% reliability that the socket velds are acceptable.

After CG&E has removed coating and inspected cable tray support welds and identified faulty welds, RIII inspectors vill inspect a sa=ple of welds found acceptable by CG&E.

Sa=ple size of welds inspected by RIII will be sufficient to give 95% confidence /95% reliability that welds found acceptable by CG6E are indeed acceptable.

RIII will also perform a spot check (not 95%/95%) of any repaired welds to determine acceptability of repairs.
