CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1,1964, for the Big Rock Point Plant be changed as described in Section I below:

Chances The Technical Specification Changes proposed herein reflect the revision to 10 CFR 50.36a(a)(2) which were published in the Federal Register on August 31, 1992. The revision changes the reporting requirement for i

effluent releases from semi-annual to annual, with I specified tirne between reports not to exceed 12 months.

The specific Technical Specification changes are:

A.

Revise 6.9.2.2.A in the following mannor:

Delete " Semiannual" from the title.

Delete "...within 60 days...the previous six months."

y Insert ".. prior to May 1st of each year in accordance with 10 CFR y

i 50.36a(a)(2)."

B.

Delete from 6.14.1 " Semiannual" (Tech Spec Page 00).

C.

Delete from 6.15.1 " Semiannual" (Tech Spec Page 91).

D.

Delete 13.1.1.1.b " Semiannual" (Tech Spec Page 128).

E.

Delete from Table 13-3 Notation, c. and g. " Semiannual" (Tech Spec Page 138).

Discussion Changes A-E are directly related to the change in reporting requirements for effluent release reports from semiannual to annual as stated in 10 CFR 50.36a(a)(2).

Change A also revises the date of submittal prior to May 1st of each year, which relaxes the current requirement. The NRC has concurred that this date is acceptable for the following reasons:

This date will allow for the timely return of riata from the difficult-te. lyze radionuclides so that ad,

<tum reports can be avoided.

B)

The extra time is needed to prepare an annual, versus a semi-annual h

report.

Discussion (Continued)

The effluent report will only change in content in that it will include the previous 12 months of data on radioactive effluent release instead of 6 months of data. This report will still provide information to the Commission to estimate the maximum potential annual radiation doses to the public resulting from radioactive effluent releases.

j III. Analysis of No Sianificant Hazards Consideration l

Consumers Power Company finds, in compliance with 10 CFR 50.92(c), that l

activities associated with this change request involve no significant l

hazards. The following evaluat.on supports that finding.

Will the proposed change involve a significant increase in the probability of consequences of an accident previously evaluated?

The proposed change does not affect the probability or consequences of an accident. The proposed change is to the Administrative and Radiological Effluent Releases sections of the Facility Technical J

Specifications, and is administrative in nature.

I All the proposed changes reflect the revision to 10 CFR i

50.36a(a)(2) which were published in the Federal Register on August i

31, 1992. The Revision changes the reporting requirement for l

effluent releases from semiannual to annual, with a specified time between reports not to exceed 12 months.

The change will only affect the content of the radioactive effluent report by including four quarters (12 months) instead of two quarters (6 months). The total released for the period of the report will be for 12 months instead of 6 months.

Will the proposed change (s) create the possibility of a new or different kind of accident from any accident previously evaluated?

l This proposed change is required to implement the change to 10 CFR 50.36a(a)(2) and are administrative in nature.

Neither the material condition of the facility nor the accident analyses are affected by this proposed change. Therefore, the proposed change i

does not create the possibility of a different type of accident than previously evaluated.

3.

Will the proposed change involve a significant reduction in the margin of safety?

No radioactive effluent release limits have changed. This change reflects a reporting period of 12 months instead of 6 months and is only administrative.

Therefore, the proposed change does not involve a reduction in the margin of safety.

TECHNICAL SPECIFICATION CHANGE REQUEST SEMI ANNUAL TO ANNL'AL RAD EFFLUENT REPORT IV. Conclusion The Big Rock Point Plant Review Committee has reviewed this Technical Specification Change Request and has determined this change does not involve an unreviewed safety question and, therefore, involves no significant hazards consideration. This change has been reviewed by the Nuclear Performance Assessment Department. A copy of this Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
