For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section ?. below:
I.
Changes A.
In section 10.0 of the table of contents:
1.
Change page numbers for Administrate 1ve Controls from "103 - 126" to "103 - 129."
2.
Change item 6.13 to read "(Deleted)".
3.
Add item 6.16 as follows:
"6.16 Radioactive Materials Sources......... 126 - 129".
B.
In Secticn 1.2, Definitions:
1.
Capitalize all of the letters in " power operation", " shutdown",
and " cold shutdown" in definition 1.2.1.
2.
Capitalize all of the lettero in " core alteration" and change i
the word "or" between movements and core to the word "of" in definition 1.2.2.
3.

II.
Discussion The above proposed Technical Specification changes are administrative in nature. These proposed changes correct editorial and typographical errors which have accumulated over the years; capitalize defined terms consistent with the practice in Standard Technical Specifications (only l
on pages where other changes are being proposed); correct references to standards and the Code of Federal Regulations which have been revised; correct errors made in prior amendments, correct title of senior onsite manager and other organizational changes and deletes Technical Specification and Order for Mod 1fication of License associated with Environmental Qualification of Electrical Equipment. The proposed changes are itemized below, i
Change A corrects Table of Contents. (Change A.2 is being made as a result of Change R.)
Change B capitalizes defined terms consistent with the practice in Standard Technical Specifications. Change B.2 also corrects a typo-j graphical error.

Reporting of set point drift is now included in the scope of-10 CFR 50.72 and 10 CFR 50.73.

Change I corrects a typographical error.
Change J capita 11zes defined terms consistent with the practice in Standard Technical Specifications.
Change K corrects reference to administrative section reporting require-meut which was inadvertently omitted in Amendment 63.
Change L and Z reflect change in organizational structure due to management decision.
Change M corrects the title of individual responsible for training and deletes reference to superseded Appendix A of 10CFR55.
Changes N, 0, and Q incorporate new 10 CFR 50.4 which revises where and to whom written correspondence to the Nuclear Regulatory Commission is to be submitted. The new requirements of 10 CFR 50.4 supersede existing Technical Specifications.
Change P corrects duplicate reporting requirement which was inadvert-ently omitted from Amendment 77.
These requirements are included in Section 6.9.2.1.
Change R deletes Order for Modification of License and Technical Speci-fication added by the order. These requirements have been superseded by the requirements of 10 CFR 50.49 on the Environmental Qualification of Electrical Equipment.
Change S corrects core spray flow rate timing which was inadvertently omitted from Amendment 44.
Change T corrects a typographical error.

Change U corrects reference to administrative section reporting require-ment which was inadvertently omitted in Amendment 63.
Change W corrects editorial error which was inadvertently omitted in Amendment 77.
Change X reflects change in title from Plant Superintendent to Plant Manager. The NRC was previously informed of this change in our letters dated May 1 and May 11, 1987.
Change Y reflects changes in offsite organizational structure due to personnel retirement and other management decisions.
III. Analysis of No Significant Hazards Consideration All of these proposed changes are administrative in nature. They do not involve modification to any existing equipment, systems or components J
and do not change ar.y existing administrative controls or revise any limitations on existing equipment. These proposed changes correct i
editorial and typographical errors; capitalize defined terms; correct I
references to standards and the Code of Federal Regulations; correct errors made in prior amendments; correct title of senior onsite manager and other organizational changes and deletes Technical Specifications and Order for Modification of License associated with Environmental Qualification of Electrical Equipment. These proposed changes, therefore, do not involve a significant increase in probability or consequences of an accident previously evaluated. Because these proposed changes do not involve any equipment modifications or revise any limitation on existing equipment, they also do not create the possibility of a new or different kind of accident previously evaluated nor do they involve a significant reduction in a margin of safety.
Consequently, these proposed changes do not involve a significant hazards consideration.
IV.
Conclusion i
l The Big Rock Point Plant Review Committce has reviewed this Technical Specification Change Request and has determined this change does not involve an unreviewed safety question and, therefore, involves no significant hazards consideration. 6 Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
