i CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

I.

Changes Section 6.4.3, Paragraph (e), Operating Requirements Modify the fourth sentence in the first paragraph to read:

" Calibration of monitors shall be check at least - athly, except for monitors in the main condenser area and the contral rod drive room which are not normally accessible."

Add a new sentence to the end of the first paragraph after the sentence

"... lowest scale reading." as follows:

"The area monitor in the control rod drive room and the main condenser area will be made operable during periods of extended shutdown."

Discussion The above proposed Technical Specifications changes are requested to make the Technical Specifications accurately reflect the current use and calibration of Area Monitors at Big Rock Point.

IE Inspection Report No 50-155/81-02 dated April 1,1981, transmitted by NRC Region III letter dated April 3, 1981, identified discrepancies between the current Tech-nical Specifications and plant practices. Therefore, This change is requested to resolve those issues.

This change affects the use and calibration of the Area Monitors in the control rod drive room and main condenser area which are not calibrated during power operation due to personnel safety and ALARA considerations.

Neither of these areas are normally occupied during power operation.

Both areas have controlled access in the form of lockad doors to prevent unrestricted entry. The control rod drive room is not habitable during power operation due to high gamma and neutron radiation. These high radiation levels make the control rod drive room monitor read off-scale during power operation thereby rendering it ineffective during periods of power operation. The main condenser area receives weekly inspections i

by the operations department; however, prior to entry radiation protec-tion personnel are contacted and an air sample and area survey are conducted.

considered fully adequate to justify the requested change to eliminate calibration of the Arra Monitors in the specified areas and to allow disablement of the / tea Monitor in the control rod drive room during power operation.

III.

Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
