j CONSUMERS POWER COMPANY DOCKET 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on Fay 1, 1964 for the Big Rock Point Plant be changed as described in Section I below:

Changes A.

Change Section 7.3.2(e) to read as follows:

(e) Critical approaches shall be monitored using the source range monitors. The start-up rate shall be restricted to demonstrate that the power range monitors overlap the source range monitors prior to the source range monitogs going offscale or saturated.

A one decade overlap prior to 10 counts per second on the source range monitors is normal and satisfactory for control and safety purposes before continuing further into the power range. Control rod withdrawal sequence shall be specified and limited to those sequene.es shown by previous analysis or tests to preserve fuel integrity in the event of accidental reactivity inaertion either while starting up or at power.

B.

Delete "and period" and change recorders to " recorder" in the Power Range Monitor description in 6.1.2.3 which would now read:

"....DC-vide range monitor, power level recorder, and operator display...."

C.

Change Section 6.10.2(k) to read as follows:

Records of environmental qualifications which are coversd under the provisions of 10CFR50.49.

II.

Discussion The above proposed Technical Specification changes are administrative in nature. These proposed changes have corrected editorial errors which have been identified by Consumers Power and NRC review. The proposed changes are itemized below.

Change A is proposed to correct the description of start-up and power ascension activities associated with neutron monitoring system.

In 1987 and 1988 the neutron monitoring system at BRP was replaced with a OC1289-0236-NLO4-NLO2

i new source range and power range monitoring system. At that time the

change approved to Technical Specification 7.3.2(e) in Amendment 87 dated January 28, 1987 deleted the statement "for at least one decade starting." This was removed because the newer instruments having a wider range may permit the overlap to occur at lower power levelo.

Further review by NRC personnel concluded the need to restore the one decade requirement back into the specification. The proposed change restores the one decade requirement but allows more flexibility in the power level where this occurs. The specification now requires that one decade of ogerlap be demonstrated prior to the source range monitors reaching 10 counts per second which is the upper range of the instrument channel. This insures neutron visibility is maintained at all power levels.

Change B corrects an error which was approved in Amendment 91 dated May 17, 1988. The approved specification 6.1.2.3 inadvertently describes the Power Range Monitor channel as having a period recorder. These channels have power and period indication, however, only a power level recorder. This can be seen in the system description attached to the Consumers Power Technical Specification Change Request to the NRC dated November 9, 1987.

Change C revises 6.10.2(k) to reflect the proposed deletion of Technical Specification section 6.13 as discussed in the letter to NRC from Consumers Power Company dated July 23,1987 (Change R). The revised 6.10.2(k) will require records to be in compliance with the requirements of 10CTR50.49.

I III.

Analysis of No Significant Hazards Consideration All of the proposed changes are administrative in nature and provide clarification of existing requirements. They are not associated with any modifications to plant equipment, systems, or components and do not change any existing administrative controls or operability limitations j

on existing equipment. These proposed changes correct editorial deficiencies and items inadvertently missed in the July 23, 1987 Technical Specification Change Request. The proposed changes, therefore, do not affect the probability or consequences of an accident previously evaluated. Because the proposed changes do not involve any plant modifications, operability limits, or procedural controls, they do not create the possibility of a new or different kind of accident than previously evaluated nor involve a reduction in margin of safety.

Consequently, these proposed changes do not involve a significant hazards consideration.
