CONSUMERS POWER COMPANY BIG ROCK POINT PLANT DOCKET NO. 50-155 AMENDMENT TO FACILITY OPERATING LICENSE Amendment No. 98 License No. DPR-6 1.

The Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment by Consumers Power Company (the licensee) dated February 6, 1987 and supplemented on November 2, 1987, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; B.

The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.

There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public; and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with 10 CFR Part 51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, Facility Operating License No. DPR-6 is amended by revising paragraph 2.C.(5) to read as follows:*

(5) Physical Protection The licensee shall fully implement and maintain in effect all provisions of the physical security, guard training and qualification and safeguards contingency plans previously approved by the Commission and all amendments and revisions to such plans made pursuant to the authority of 10 CFR 50.90 and 10 CFR 50.54(p). The plans, which contain Safeguards Information protected under 10 CFR 73.21, are entitled:

" Big Rock Point Plant Security Plan," with revisions submitted through September 29, 1988;

" Big Rock Point Plant Suitability Training and Qualification Plan,"

. with revisions' submitted through November 30, 1988; and " Big Rock Point Plant Safeguards Contingency. Plan," with revisions submitted through September 30,-1988.

Changes-made in accordance with 10 CFR 73.55 shall be implementedin accordance with the schedule set forth therein.'

-This license amendment is effective'as of the date of.its issuance.

(4) Fire Protection The licensee may proceed with and is required to complete i

the modifications identified in Paragraphs 3.1.1 through l

3.1.29 of the'NRC's Fire Protection Safety Evaluation (SE),

dated April 4, 1979, for the facility.

These modifications will be completed in accordance with Table 3.1 of the SE and supplements thereto.

n In addition, the licensee shall submit the additional E2 information identified in Table 3.2 of this SE in accordance

E with the schedule contained herein.

In the event these dates 3P for submittal cannot be met, the licensee shall submit a-report, explaining the circumstances, together with a revised gg schedule.

I The licensee is required to implement the administrative E

controls identified in Section 6 of the SE.

The administrative controls shall be in effect immediately, except for those modifications indicated in Section 3.1 of the SE, which shall f

become effective on the dates indicated in Table 3.1 of the SE.
