CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

Changes Modify section 6.4, Plant Monitoring Systems to read:

"The plant monitoring systems include the process radiation monitoring systems, the area monitoring system, and the reactor water level monitors in the Reactor Depressurizing System, and the containment pressure and level monitors."

Modify the title of section 6.4.2, Area Monitoring System to read:

" Area Monitoring System, Reactor Water Level Monitors and Containment Monitors" Add section 6.4.2(e), Area Monitoring System, with the following:

"(e)

Two containment pressure monitors and two containment level monitors are provided in the main control room for accident monitoring."

Add sectics 6.4.3(h), Operating Requirements, with the following:

"(h)

Two containment pressure monitors and two containment level monitors shall be operable during power operation. Plant shutdown is required within 12 hours1.388889e-4 days <br />0.00333 hours <br />1.984127e-5 weeks <br />4.566e-6 months <br /> following a 7 day period when one monitor of either type is inoperable. Discussion The above proposed Technical Specifications changes are requested in order to provide a continuous indication of containment pressure and water level in the' control room. The instrumentation is consistent with the recommendations of NUREG-0737, Item II.F.1 - Attachments 4 and 5.

The containment pressure monitors satisfy the NRC position of four times the design pressure by providing a measurement and indication capability which ranges from -5 psig to +108 psig. The containment water level monitors satisfy the NRC position by providing water level indication which ranges from containment bottom to elevation 596 feet. Plant operating procedures establish a maximum containment sphere water level at elevation 590 feet.

III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
