m CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-5 For the reasons hereinafter set forth,

't is requested that the Technical Speciffeations contained in the Facility Operating Licensa DPR-6 Docket 50-155, issued to Consumers Power Compary on May 1,1964, for the Big Rock Point Plant be changed as described in Section I below:

1, I. Change (rJJ Delete Section 6.4.2(d) which statest Port ble gamma dose-rate measuring instruments and pc ble ner.,on dose-rate measuring instruuents shall be provided for aste thi a permissible working limits. These instruments shall oe c4 i; ated at least once every three months.

7 II. Discussion l

F Standard industry practice is to calibrate these instruments semi-annually I

and perform a source check on each scale or decade normally used daily or i

prior to u;e whichever is less frequent. This is in agreement with ANSI N323-1978. The Big Rock Point Plant has Listorically only soutce checked l

one scale or decada daily or prior to use. However, we have also done quarterly instead of semi-annual calibrations.

The Big Rock Point Plant has committed to following the provisions of f

ANSI N323-1978 ancluding the performance of a source check daily er prior to use whichever is less frequent on each scale or decade normally used.-

Since this is a more complete source check than we currently perform, we j

believe the calibratinn could be performed semi-annually instead of r

quarterly with no decrease in instrument accuracy.

The deletion of this Technical Specification would be consistent with

industry practice and Standard Technical Specifications. Instrument i

calibrations and source checks vould continue tn be addressed in Plant procedures, and instruments will still be provided for establishing permissible working limits in accordance with 10 CFR 20.

l Analysis of No Significant Hazards Consideration f

The change proposed herein would allow the Big Rock Point Plant to operate more consistently with standard industry practiet The current Big Rock Pcint Technical Specification is not typically a Jressed in industry Technical Specifications and probably originates from a time where no standardo or guidance existed in this area.

It is generally accepted that a program in compliance with ANSI N323-1978 would better

7 place at Big Rock Point. A change to a semiannual calibration frequency, rather than quarterly, will not result in less accurate instruments since less than 5% of the instruments fail che precalibration check and the instruments will be getting a check on each range daily or prior to use.

The more extensive daily checks are also expected to reduce the frequency of precalibration failures. Therefore, this proposed change does not involve a significant hazards consideration.

IV.

Conclusion The Big Rock Point Plant Review Committee has reviewed this Technical Specification Change Request and has determined this change does not involve an unreviewed safety question and, therefore, involves no significant hazards consideration. This change has been reviewed by the Nvelear Safety Board. A copy of this Technical Specification Changa Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
