CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:

Changes 1.

Delete Shift Technical Advisor from Table 6.2-1.

2.

Delete Section 6.3.3.

3.

Delete Shift Technical Advisor from Section 6.5.1.2.

Discussion l

Consumers Power Company submitted to the NRC two reports, " Assessment of Shift Staffing Requirements for the Big Rock Point Nuclear Plant" and

" Operator Action Event Trees for the Big Rock Point Nuclear Plant" on l

April 1, 1982. The conclusion of these reports is:

" Big Rock Point Plant operators (SRO and RO) are capable of diagnosing plant conditions during potential accidents and taking the correct action.

It is not evident tht a STA would provide a significant improvement in the diagnostic efficiency of the operating staff during risk significant accident sequences. The relatively simple Big Rock Point Plant and control room design coupled with the extensive experience of the Big Rock Point operators allows the STA to play a smaller diagnostic role than at newer and/or more complex plants."

Consumers Power Company proposes in this Technical Specifications change to replace the on-shift Technical Advisor with an on-call Technical Advisor. Our analysis indicates that for the Big Rock Point Plant an on-shift Technical Advisor is not necessary to cope with potential or real radiological emergencies.

The on-call Technical Advisor will be included in plant Administrative Procedures and the Site Emergency Plan Implementing Procedures. This individual will have qualifications at least as comprehensive as the current STA and will be available to provide advice as requested by the Shift Supervisor or Site Emergency Director. The On-Call Technical Advisor will report to the plant whenever there has been a plant trip, when the plant is in preparation to start-up or shutdown and when an unusual event or higher classified event, per the plant Site Emergency Plan, exists.

III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
