CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1, 1964, for the Big Rock Point Plant be changed as described in Section I below:
I.
Changes Add a new paragraph (i)to section 11.4.5.3.A.1, Emergency Power Scurces as follows:
"(i) Test and calibrate the 2400 volt bus undervoltage trip control components as follows:"

The undervoltage relays 127-10 XY, XZ, and YZ will drop out on decreasing voltage of no lower than 107.1 volts, after a delay of 6.6 seconds.
2.
The euxiliary timing relay 162-104 will be actuated after a 10 0.5 second time delay upon receiving a signal from all three (3) undervoltage relays."
Add a new paragraph (d) to section 11.4.5.3. A.2, Emergency ~ ?ower Sources as follows:
"(d) Perform a channel functional test of the 2400 volt bus undervoltage trip system."
Add a new specification (B) to section 11.3.5.3, Emergency Power Sources as follows:
"B.
During power and refueling operations, the 2400 volt bus undervoltage components shall be operable or placed in the tripped condition, except during the monthly channel functional testing period."
Add a new sentence to the Bases for Emergency Power Sources at the end of the first paragraph after "_ _ _ switching period." as follows:

II.
Discussion The above proposed Technical Specifications changes are requested to make the Technical Specifications accurately reflect the Under-Voltage nul081-0006c142 81110203
2 Protection modification which was recently completed. This modification was made pursuant'to NRC letter dated June 3, 1977 which provided guidance with respect to under-voltage protection. Additional surveil-lance requirements have been incorporated in response to NRC letter dated July 7, 1981.
The addition of the second level of under-voltage protection for station power was installed to protect plant equipment from sustained degraded voltage resulting from offsite power source conditions. The requested Technical Specifications changes designate the operability.and surveil-lance requirements for the newly added equipment. Additionally, the modification is reflected in the Bases for Emergency Power Sources.
III. Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
