" CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 f

For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DFR-6, Docket 50-155, issued to Consumers Power Company on May 1,1964, for the Big Rock Point Plant be changed as described in Section I below:

I. Change (s)

Section 6.4 Modify Section 6.4, Plant Monitoring Systems to read:

"The plant monitoring systems include the process radiation monitoring systems, the area monitoring systems, the reactor water level monitors in the Reactor Depressurizing System, and the containment pressure and water level monitoring systems."

Section 6.4.4 Add a new section 6.4.4 "6.4.4 Containment Pressure and Water Level Monitoring Systems Two containment pressure monitors and two containment water level monitors are provided with readouts in the main control room for accident monitoring. The containment pressure and water level monitors shall be operable during power operations.

Section 7.6 Add to the table, section 7.6, the following:

order to provide a continuous indication of containment pressure and water level in the control room. The instrumentation is consistent with

' the recommendations of NUREG-0737, Item II.F.1 - Attachments 4 and 5.

The containment pressure monitors satisfy the NRC position of four times the design pressure by providing a measurement and indication capability which ranges from -5 psig to +108 psig. The containment water level monitors satisfy the NRC position by providing water level indication which ranges from elevation 574 feet, near the bottom of containment, to elevation 596 feet. Plant operating procedures establish a maximum containment sphere water level at elevation 590 feet.

Analysis of No Significant Hazards Consideration This Technical Specification Change Request provides consistency with the Standard Technical Specifications and constitutes an additional

' limitation, restriction or control not presently included in our Technical Specifications. As such it is like example (ii) published in the Federal Pegister on April 16, 1984 (48FR14870). Consequently the proposed change doec not involve significant hazards considerations.

III. Conclusion The Big Rock Point Plant Review Committee has reviewed this Technical Specification Change Request and has determined that this change does not involve an unreviewed safety question and therefore involves no significant hazards considerations. This change has also been reviewed under the cognizance of the Nuclear Safety Board. A copy of this 4

Technical Specification Change Request has been sent to the State of Michigan official designated to receive such Amendments to the Operating License.
