Evaluation of Offsite Emergency Preparedness for the Nine Mile Point Nuclear Power Station Exercise Attached is a copy of the Post Exercise Assessment dated September 30, 1981, which was prepared by Region II of the Federal Emergency Management Agency (FEMA). This joint exercise, conducted on September 15, 1981, included partici-pation by New York State and Oswego County.
The Region reports that in general, during the exercise, the State and local Emergency Operation Center (EOC) facilities and equipment, as well as the emergency management activities, exceeded minimum standards. However, local activities to gather radiological information (monitoring), as well as to implement notification and protective actions, were generally weak or not demonstrated. As a result of these deficiencies, Region II indicated that it was questionabic as to whether or not the public in the area could be protected if an actual emergency occurred. It is important to note that the State in this exercise did not fully activate to the " State Emergency" level because the scenario did not escalate to that status.
Also included is the State response to the FEMA assessment, and the State's schedule for corrective actions. The New York State response was forwarded by the Director of the Bureau of Environmental Radiation, Department of Health, to the Chairman of the Region II Regional Assistance Committee (RAC) on November 10, 1981. FEMA intends to verify that the corrective actions agreed to by the State have been made and are now adequate to protect the health and safety of the public by providing reasonable assurance that appropriate protection measures can and will be taken offsite. This will be accomplished during the August 11, 1982, exercise scheduled for Fitzpatrick, with is located immediately adjacent to Nine Mile Point.

This is to summarize the points discussed at today's meeting.
Present at the meeting were Joe Picciano and Roger Garelik from FEMA and Jim Papile and Karim Rimawi from New York State. Gary Burgess, Oswego County, was consulted by telephone during the meeting. The following points were agreed upon: .
- 1) Oswego County Field Monitors Training:

- 3) Written agreements will be obtained from FitzPatrick and Nine Mile Point staff stating that they will provide off-site monitor-ing capability during an emergency involving their respective

- 1. Dec 30 - On the training of radiological acnitors it was agreed that the county would complete the minimal recuired training before this date.
