k. PURLIC HEALTH, MEDICAL, AHO SAHITATION SERVICES Provision will be made for the continuation of basic public health services during radiological emergencies. Primary and emergency care and treatment for the ill and injured will also be provided, including radiation exposure patients. The movement or consolidation of patients, equipoent, and personnel of hospitals, nursing hones, and other special facilities will be coordinated, as will the allocation of medical resources.

(1) LOCAL GOVERNMENT Most of the activities dealing with health problems and protective actions will be implemented at the local level, with support supplied by the State. (2) STATE AGEt!CIES (a) The Department of Health provides laboratory testing of samples to assure safe food and water supplies and order any protective actions; nonitor potable water supplies; provides technical dssistance and risk assessment; issue orders related to affected public water supply; and recommends alternatives regarding the above in concert with the Departments of Agriculture and Markets and Environmental Conservation. (3) ALL OTHER SiATE AGENCIES Activities will be implemented consistent with the New York State Disaster Preparedness Plan through the Office of Disaster Preparedness. Agency responsibilities are clearly stated in that Plan for Disease and Pest Control, Sewage Cnntrol, Water Provisions. (4) FEDEPAL AGENCIES - Advice and technical assistance will be provided, upon request, to prevent communicable diseases.

e the activation of the State E0C and the appropriate district and county EOC's. (2) Selective Sheltering In general, protective actions will be taken in accordance with the EPA PAG guidelines. The Commissioner of Health may recommend protective action at projected doses below these guidelines to minimize radioactive exposure, particularly of pregnant women and children. The Selective Sheltering Option will provide this flexibility. In addition, the Selective Sheltering Option may be recommended by the State Commissioner of Health as an effective option for individuals who could not be safely evacuated, if a Selective or General Evacuation may othervise be reconmended. This would include individuals who have been designated medically unable to withstand the physical and/or psychological stress of an evacuation, as well as those individuals who require constant, sophisticated medical attention. The inplementation and execution of the Selective Sheltering f!esponse Option will include the following: e the appropriate local health officer, in conjunction with the special facilities administrators and other local officials will make ( -- an irtitial determination of the number of nonevacuative individuals and their medical care requirements. This will be compared with the sheltering ar4d medical capabilities otherwise available to these individuals;

     .         e     if this preliminary disposition indicates that additional medical personnel, equipment, and/or supplies are needed, local and State officials will assist in acquiring whatever is needed; e     the local health officer will conduct an on-going assessnent as to the possibility and desirability of evacuation for those persons initially determined to be non-evacuative. This assessment would be based on the availability of evacuation capabilities, which would minimize the medical risk to those persons; and                                      3 e     when the projected dose rates, as translated into          I dose assessment, outside any facility reach the varous protective action levels, the County 00P, through the local health officer, will notify the facility and other local officials, who will begin the immediate implementation of sheltering for         j these persons.

l PART III - SEC. II Department of Health Special Hospital Services Resources List The following forty sevea (47) hospitals within this State, listed on pages 12a, 12b and 12c, responded affirmatively to a canvas by the Hospital Association of New York State regarding capability to provide medical support for potentially contaminated injured individuals. The Department of Health's Office of Health System Management will evaluate the capability of these hospitals and determine the need for any additional training. In the Oswego area, care for the injured and contaminated persons during a radiolocical emergency will be rendered at either the Oswego Hospital or the Upstate Medical Center at Syracuse. SECTION B B. PREPAREDNESS {

1. MISSION The Federal, State, and County Governments and the Nuclear Facility Operators have the responsibility to prepare for hazards to life and health in the event of a radiological emergency. A radiological emergency (excluding unusual event) is a situation in which off-site protective action may be necessary to reduce radiation exposure to the population as a result of an incident at a commercial power reactor.

l Adequate preparation for radiological emergencies is accomplished by such activities as:

a. Administration
b. Logistics
c. Exercises and drills
d. Technical assistance
e. Training
f. Public education / awareness ,

In addition to these activities other long term programs such as vulnerability analysis and land use programs, can be developed to help reduce the effects of a radiological emergency 7 on the public and their property.

2. PREPAREDNESS ACTIVITIES The County Director of .ergency Preparednes (CDEP) is responsible for devel ment and administra on of the County Radiological Emerge y Response Plan (CR ). These ,

responsibilities i lude:

RESP 0tl5E 1 111SSION The mission of the county emergency operations team is to protect the health and safety of the general public of Oswego County in the event of a radiological release incident at the fline !!ile Point Nuclear Station or the James A. FitzPatrick lluclear Power Plant by following the plans and procedures contained in the County Radiological Emergency , Response Plan (CEERP).

2. COHCEPT OF OPERATI0lls In order to successfully execute the stated mission of the County Radiological Fnergency Response Plan (CREPP) the following operations nust be performed:
a.  !!onitor and assess the scope and magnitude of the incident;
b. Evaluate and decide which protective action response options should be ini.tiated; -
c. Implement the appropriate protective action response option (or combination of options, if necessary). This includes:

( {1) Initial Precautionary Operations (2) Selective Sheltering (3) General Sheltering (4) Selective Evacuation (5) General Evacuation (6) Isolation of Ingestion Pathways and Sources In addition to these operations, the successful impleuentation of the CRERP will depend on the efficient and effective coordination of the CPERP with the RERPs of other emergency response organi za tion s. Specifically, the CRERP will have to be closely coordinated with the flew York State Radiological Emergency Preparedness Plan and the Nuclear Facility Operators' Site Emergency Plans. Intercounty actions will be coordinated through the flew York State Office of Disaster Preparedness Central nistrict Office. (The flew York State Radiological Emergency Preparedness Plan, Part II. Section I.A. and fline 1111e Point / James A. FitzPatrick - Site Specific Operations).

3. RESPO!!SE ACTIVITIES Effective implementation of the County Radiological Emergency Response Plan (CREPP) requires a clear understanding of the responsibilities of the agencies and/or organizations involved. For each energency g response activity, this section provides the following:

g. Fire and Rescue Mission Statement: To limit the loss of life and property

{ which could result from fire or other causes by providing emergency medical transport services; search and rescue efforts; the rescue of trapped and injured persons; and insure fire prevention and suppression. Activities which are performed under this function include, but are not limited to, the following: l (1) Establishing comunications with all County Fire Departments and disseminating infonnation to them. (2) Alerting all fire fighters and bringing each department to full operational capacity. (3) Coordinating resources and assistance requirements with other agencies, e.g., water resources, resupply of fire fighting equipment. (4) Updating and verifying the inventory of county-wide fire fighting resoun:es. (5) Rendering first aid and emergency transport of the - injured during an evacuation or other emergency operation and establishing communications with medical support facilities (hospitals). ( (6) Assisting in dissemination of evacuation warnings in affected areas if called upon to do so. ( 1.0 Introduction 1 The Oswego County Commissioner of Health, or his designee, and the County Radiological Officer have the responsibility for the following activities as defined in the County Radiological Emergency Response Plan:

a. Pubite Health; -
b. Accident Assessment;
c. Protective Response Evaluation; and
d. Radiological Exposure Control. l The County Commissioner of Health, or his designee, and the County Radiological Officer will coordinate their activities with the County Director of Emergency Prepartdness, the New York State Department of Health, and the Nuclear Facility Operators 2.0 Initial Notificiation The Nuclear Facility Operators (NFO), Niagara Mohawk Power Corporation and the Power Authority of the State of New York, will promptly notify Oswego Cour.ty via the RECS, of the occurrence of arty incident at the Nine Mile Point N'uclear Power Site in accordance with the Emergency Action Levels defined in NUREG-0610. Emergency Action Level Guidelines for ,

Nuclear Power Plants, and sununarized in the following: 2.1 Incidents With No Offsite Consequences a i For incidents classified as an Unusual Event, the WO will notify the . County Warning Point via the rec 5, that an unusual Event is in progress or has occurred which indicates a potential degradation of the level of safety of the plant. This report will indicate there are no releases of l radioactive material requiring offsite response or monitoring expected unless further degradation of safety systems occurs. Response Action for an Unusual Event shall be implemented (Section 3.0). { 2.2 Incidents With Potential For Offsite Consequences 2.2.1 Alert T5FTncidents classified as an Alert, the NFO will notify the  ! County Warning Point via the REOat an Alert has been declared and that events are in progress or have occurred which l involve an actual or potential substantial degradation of the level of safety of the plant. This report will indicate that the potential for limited offsite releases of radioactive l material may be inusinent. Response Action for an Alert shall be implemented (Section 4.0). l 2.2.2 Site Area Emergency For incidents classified as Site Area Emergency, the NFO will notify the County Warning Point via the nrs that a Site Area l Emergency has been declared and that events are in pro <1ress or { nave occurred which involve actual or likely major fai' ures of l C-1 Rev. 3 - 3/83 1

plant functions needed for protection of the public. This .. I report will indicate that the potential for offsite releases of radioactive material may be imminent. Response Action for i - Site Area Emergency shall be implemented (section 5.0). 2.2.3 General Emergency For incidents classified as General Emergency, the NFO will nofity the County Warning Point via the Recs, that a General Emergency has been declarea and that events are in progress or have occurred which involve actual or iminent substantial core degradation or melting with potential for loss of containment integrity. This reprt will indicate that the potential for , offsite releases of radioactive material may be iminent.  ! Response Action for a General Emergency shall be implemented (Section 6.0) . 3.0 Response Action: Upon notification from the Nuclear Facilities Operators via the rec 5, of an Unusual Event, the County Director of Emergency Preparedness, may notify the county Comissioner of Health, or his designee, and the County Radiological Of ficer and request that they standby until closeout or escalate to.a more severe Response Action Lev,el. 4.0 Response Action: Al ert. 4.1 Upon notification from the Nuclear Facility Operators via the RECS, of an [* Alert, the County Director of Emergency Preparedness (CDEP), shall notify The' County Comir.sioner of Health and the County Radiological Officer, or their designees, and shall transmit the initial information via the Radiological Emergency Data Form (Parts I & II) ( Attachment 3). 4.2 If necessary, the CDEP will notify the CCH and the CR0 to report to the County Emergency Operations Center. 4.3 The CCH, or his designee, shall notify the County Department of Health staff and other county health service agencies ( Attachment 6) that an Alert is in effect and they should standby for further instructions. 4.4 The CCH, or his designee, shall notify the appropriate special facility administrators that an Alert is in effect in the affected Emergency Response Planning Areas (ERPA) and they should standby for further instructions, (Ref. County Special Facilities Procedure). l" 4.5 The County Comissioner of Health, or his designee, may notify the ] president of the Central New York Hospital Association ([315] 451-3000) and request that health services of contiguous counties be notified in case assistance is required. _. 6 If a radioactive release exceeding " Technical Specification Limits" has occurred, the CCH, or his designee, in conjunction with the CR0 shall review the radiological release data from the Radiological Emergency Data C-2 Rev. 3 - 3/83

Fonn (Attachment 3), and confer with appropriate personnel from the NF0 and 'ne New York State Department of Health. i 4.6.1 hf necessary, the CR0 Will notify the Field Team Coordinator ' (FTC) and Exposure Control Coordinator (ECC) to report to the EOC. 4.7 If requested by the CDEP, the CR0 shall direct the county' Field Team Coordinator to implement Initial Precautionary Operations. 4.7.1 Notify Field Team Captains and request that they report to the Emergency Operations Center and/or a secondary location, (Attachment 11), to picx up field monitoring kits. 4.7.2 The Field Team Capta4n shall be responsible for the following: , 4.7.2.1 Assembling adequate supplies of protective equipment for their i team members. 4.7.2.2 Asturing that Emergency Worker Radiological Exposure Records are correctly ccapleted and forwarded to the Exposure Control Coordinator and subject to review by the CCh. These records will be stored at the County E0C. 4.7.2.3 Assembly and deployment of Radiological Field Team Members when directed by the FTC. 4.7.2.4 Assure that team members read dosimeters at prescrioed ! interval s. 4.7.2.5 Emergency workers being deployed to restricted areas shall oe refreshed in the Instructions for Radiation Monitoring Team and Emergency Personnel Exposure Control, (Attacnment 9 & 11) prior to deployment. 4.7.2.6 Notify the County Comissioner of Health (CCH), or his designee, through the Exposure Control Coordinator if a team member's obsorbed dose has exceeaed Protective Action Guide limits for emergency workers (Attachment 9), and if decided by the CCH, or his cesignee, direct such members to report to a designated PMC for monitoring and decontamination. 4.8 If requested by the CDEP, the CCH, or his designee, shall direct the County Health Department to assist in the following procedures for Isolation of Ingestion Pathways and Sources. The following should be recommended in support of actions by the New York State Department of Health ano Department of Agriculture and Markets to prevent individuals from ingesting contaminated material: 4.8.1 Notification to quarantine foodstuffs and water in the affected ERPA's until samples can be evaluated for contaminaton levels. 4.8.2 Notification to shelter farm animals within the area and place on stored feed. 4.8.3 The State of New York is responsible to notify fanners and residents of necessary actions to be taken in the handling of farm animal. and/or foodstuffs and drinking water. List of farmers will be provided by New York State Department of Agriculture and Markets snd will be on file at County Office of Director of Emergency Preparedness. . 4.8.4 The CCH, or his designee, shall coordinate efforts with the County Highway Superintendent to assure adequate supplies of uncontaminated foodstuffs and water are available. 4.9 The CCH, or his designee, and the CR0 shall maintain the Alert status of their departments until directed to close out or escalate to a more severe Response Action Level as described below. . 4.9.1 If Response Action for a Site Area Emergency is to be implemented, the ccH, or his designee, and the CR0 shall immediately report to the County Emergency Operations Center; proceed to paragraph 5.5. 4.9.2 If Response Action for a General Emergency is to be . implemented, the ccH, or his designee, and the CR0 shall immediately report to the County Emergency Operations Center; prc:wed to paragraph 6.5 . 5.0 Response Action: Site Area Emergency. 5.1 Upon notification from the Nuclear Facility Operators via the RECS, of a Site Area Emergency, the County Director of Emergency Preparedness (cDEP), shall notify the CCH and the CRO, or their alternates, and shall transmit the initial information via the Radiological Emergency Data Form (Parts I & II) ( Attachment 3), and request that they report to the County Emergency Operations Center. 5.2 The CCH, or his designees, shall notify the County Department of Health staff and other county health service agencies ( Attachment 6) that a Site Area Emergency is in effect and they should standby for further instruc tions. 5.2.1 The Field Team Coordinator shall notify all County Radiological Field Monitoring team supervisors to standby for deployment (Ref. Alert Lists). 5.3 The CCH, or his designees, shall notify the appropriate special facility administrators that a Site Area Emergency is in effect in the affected Emergency Response Planning Areas (ERPAs) and they should standby for further instructions (Ref. County Special Facilities Procedure). 5.4 The CCH, or his designees, may notify the president of the Central New York Hospital Association ([315) 451-3000) and request that health C-4 Rev. 3 - 3/83

(Attachment 1). 5.9.2.2 The CCH, or his designee, shall contact all special facility l administrators in the affected areas and request that they implement the evacuation of any or all patients from special l facilities as indicated in p ragraph 5.9.2.1 and for whom an evacuation would have a minimal medical risk. 5.9.3 Selective Sheltering 5.9.3.1 Initiate the sheltering of those individuals who could not be safely evacuated if a selective evacuation was necessary. 5.9.3.2 Refer to the County Radiological Emergency Response Procedure, l Special Facilities, for special facility considerations. l i 5.10 The CCH, or his designee, and the CR0 shall maintain the Site Area i Emergency status of their department until directed to close out or escalate to a more severe Response Action Level as described below: 5.10.1 If Response Acticn for a General Emergency is to be - impTemented, the CCH, or his designee, and the CR0 will immediately report to the County Emergency Operations Center; l proceed to paragraph 6.5. l l l 6.0 Response Action: General Emergency, (refer to Attachment 2, Department ! of Health Short Tenn Protective Actions). 6.1 Upon notification from the Nuclear Facility Operators via the RECS, of a General Emergency the County Director of Emergency Preparedness shall notify the Cour.iy Connissioner of Health (CCH) and the County Radiological Officer (CRO), or their designees, and shall transmit the initital infonnation via the Radiologia1 Emergency Data Form (Attachment 3), and request snat they report to the Emergency Operations Center (EOC). 6.2 The CCH, or his designees, shall notify the County Department of Health staff and other county health service agencies ( Attachment 6) that a General Emergency is in effect and they should standby for further instructions. 6.2.1 The Field Team Coordinator shall notify all County Radiological Field Nonitoring team supervisors to standby for deployment (Ref. Alert Lists). 6.3 The CCH, or his designee, shall notify the appropriate special facility administrators that a General Emergency is in effect in the affected Emergency Response Planning Areas (ERPAs) and they should standby for further instructions (Ref. 1. If not already done as a precautionary operation, the County Commissioner of Health (CCH) will notify and provide guidance and assistance, as necessary, to health related special facilities (See Table 1) for evacuation of their patients / residents, visitors, and staff.

s f 1.0 Introduction The Oswego County Fire Departments shall direct and coordinate fire service activities in preventing, containing, and suppressing fires and act to limit the loss of life and property wnich could result from fire during radiological emergency operations. In addition, the fire departments shall be responsible for all search and rescue efforts. The County Chairman of the Legislature or, when designated, the County Director of Emergency Management, shall direct tne County Fire Coordinator in the utilization of County Fire Service Resources. 2.0 Initial Notification l The Nuclear Facility Operators (NFO), Niagara Mohawk Power Corporation and the New York Power Authority, will promptly notify Oswego County, via the Radiological Emergency Communications System (RECS), of the occurrence of any incident at the Nine Mile Point Site in accordance with the Emergency Action Levels defined in NUREG-Oti10, Emergency Action Level Guidelines for Nuclear Power Plants, and sumarized in the following: 2.1 Incidents With No Offsite Consequences

  • For incidents classified as an Unusual Event, the NFO will notify the County Warning Point, via the REC 5, tnat an unusual Event is in progress or has occurred which indicates a potential degradation of the level of safety of the pl'a'nt. This report will indicate that toere are no releases of radioactive material requiring offsite response or monitoring expected unless furtner degradation of safety systems occurs. Response Action for an Unusual Event shall be implemented (Section 3.0).

2.2 Incidents With Potential For Offsite Consequences 2.2.1 Alert T5rTncidents classified as an Alert, the NFO will notify the County Warning Point, via the RWthat an Alert has been declared and that events are in progress or have occurred which involve an actual or potential substantial degradation of the level of safety of tne plant. This report will indicate that tne potential for limited offsite releases of radioactive

2.2.2 Site Area Emergency For incidents classified as Site Area Emergency, the NFO will notify the County Warning Point, via the REC 5, that a Site Area Emergency has been declared and that events are in progress or nave occurred which involve actual or likely major failures of plant functions needed for protection of the puolic. Tnis report will indicate tnat the potential for offsite releases of radioactive material may be iminent. _ Response Action for a Site Area Emergency shall be implemented (Section 5.0). 5. EERGENCY PERSONNEL RADIOLOGICAL EXPOSURE CONTROL )

Emergency Personnel Radiological Exposure Control is necessary to monitor and minimize the radiological exposure of county emergency response personnel. This includes individuals engaged in monitoring, k . C-13 Rev. 3 - 3/83 1

i t . . x accident assessment, rescue of endangered or injured personnel, l lifesaving activities, evacuation of affected populations, and ]' l j protection or prevention of property damage or loss. All individuals , I i designated emergency response workers will be part of an organization i that has assigned supervisors who will be responsible for emergency activities. If a radiological emergency occurs at the Nine Mile Point Nuclear Power Site, emergency operations may be necessary to protect the health and i safety of the pubite. It is possible that involved county emergency - response personnel as well as other personnel may be exposed to radiation and become contaminated while perfoming their duties. i All possible measures will be taken to limit the radiation exposure of i emergency workers, except when specific lifesaving actions or , i extraordinary emergency operations are required, to those values and conditions as described in the following paragraphs. During a radiological emergency, the County Commissioner of Health, is responsible for the radiological exposure control of emergency response i personnel. A County Radiological Exposure Control Coordinator is responsible to record and maintain records on exposure readings for emergency workers. Activities associated with this responsibility , i include, but are not limited to, the following. ' t i e Instructing involved agencies within Oswego County to distribute I self-reading dosimeters with chargers and TLDs to emergency , response personnel upon initiation of County Radiological 3' i Emergency Response Plan (CRERP). e Instructing each person performing emergency service functions inside affected areas to take dosimeter readings at 15 to 30 l minute intervals. Should an indicated exposure exceed 100 arem, a r report shall be made to the individual's supervisor. If the i indicated exposure approaches the upper limit of the dosimeter ' f reading, or 1 rem per day or 3 rem total, a report should l inmediately be made by the supervisor to the County Radiological , Exposure Control Coordinator who in turn will keep the ' l Commissioner of Health updated on status of total exposure to emergency workers. 1.0 Introduction The Oswego County Emergency Medical Services Coordinator (CEMSC) sna11 direct and coordinate medical emergency vehicle activities to assure the safety of the mobility impaired in the event of a radiological emergency

at Nine Mile Point.

The County Chairman of the Legislature or, when designated, the County  : Director of Emergency Management (COEM) shall direct the County '

Emergency Medical Services Coordinator (CEMSC) in the utilization of county ambulance resources. -

4 2.0 Initial Notification The Nuclear Facility Operators (NFO), Niagara Mohawk Power Corporation i and the New York Power Autnority, will promptly notify Oswego County, i via the Radiological Emergency communication System (RECS), of tne occurrerce of any incident at the Nine Mile Point Site in accordance

  • i with the Emergency Action Levels defined in HUREb-0610. Emergency Action Level Guidelines for Nuclear Power Plants, and surmiarized in the following:

i ' j 2.1 Incidents With No Uffsite Consequences l For incidents classified as an Unusual Event, the NFO will notify the j County Warning Point, via the ka 5, tnat an unusual Event is in progress or has occurred which inoicates a potential degredation of the level of

!               safety of the plant. This report will indicate that there are no
!               releases of radioactive material requiring offsite response or monitoring expected unless further degredation of safety systems          i occurs. Response Action for an unusual Event shall be implemented 1                (Section 3.0).

2.2.3 General Emergency For incidents classified as General Emergency, the NFO will notify the County Warning Point, via the Rt.G5, that a General L Emergency has been declared and that events are in progress or l nave occurred which involve actual or imminent substantial core j degradation or melting witn potential for loss of containment l integri ty. This report will indicate that the potential for ' offsite releases of radioactive material may be inninent. Response Action for a General Emergency shall be implemented (Section o.u).  ; 3.0 Response Action: Unusual Event 3.1 Upon notification from the Nuclear Facility Operators (NFO), via the RECS, of an Unusual Event, the County Director of Emergency Management ' (CDEM), may notify the county Emergency Hedical Services Coordinator. l 3.1.1 The County Emergency Medical Services Cooroinator may confer with t tne CDEM on action that shuuld be taken. ' f 4.0 Response Action: Alert  ; l 4.1 Upon notification from the Nuclear Facility Operators (NFv) via the l RECS, of an Alert, tne County Director of Emergency Management (CDEM). I or the County Warning Point, tne Sheriff's Department Communications Center, snall notify tne county Emergency Nedical Services Coordinator (CEllSC) and transmit the essential infomation contained in the  ; Radiological Emergency Data Form (Attachment 2). 4.2 The CDEM will notify the CEMSC to report to the County Emergency Operations Center (CEOC) Fulton, New York. [ 4.3 If instructed oy the CDEM, the CatSC will notify appropriate personnel , in accordance with local procedures, to place tne county Ambulance  : Corps / Support Personnel on standoy. l 4.4 The CEMSC shall coorcinate amoulance corps and medical support personnel to perfom the following emergency operations, and wnen instructed by tne CDEM to implement one or more of the following Initial Precautionary t.t.d/or Isolation of Ingestion Patnways and Sources response options: 4.4.1 Detemine and assess the emergency situation with respect to emergency medical services. 4.4.2 Coordinate the movement of ambulance service manpower and

  • equipment.

4.4.3 Evaluate ano act on requests for assistance receivea from otner jurisdictions. 4.4.4 In consultation witn the County Fire Coordinator (CFC), provide coordinated communicatons for emergency medical treatment and transportation of tne ill and injured. i l Q-2 Rev. 7/85 l

4.4.5 The CEMSC shall maintain connunicaton with the County Health Commissioner (CHC) with regard to EMS vehicles neeoed at Special Facilities and for other nomeoound residents. 4.4.6 The CEMSC will contact the Regional EMS Coordinator at Upstate Medical Center (315-473-e3eJ) and request that he notify Central New York Health providers and place them on standby. l 4.4.7 Provide rescue services for tne ill and injured and establish coordinated communications between rescue vehicles and health Care facilities. 4.5 The CEMSC shall maintain Alert status untti directed to close out or t escalate to a more severe Response Action as described below: 4.5.1 If Response Action for site Area Emergency is to be implemented, , the LEM5c shall tunedtately report to the EOC; proceed to i Paragraph S.3. 5.0 Response Action: Site Area Emergency  ; 5.1 Upon notification from the Nuclear Facility Operators (NFO), via the RECS, of a Site Area Emergency, the County Ut rector of Emergency. Management (COEM) or the County Warning Point (CWP), the Sheriff's Department Communications Center, shall notify the County Emergency Medical Services Coordinator (CENSC) and transmit the essential information contained in the Radiological Emergency Data Fom  : (Attachment 2) and direct the CEMSC to report to the County Emergency Operations Center (CEOC). 5.2 Tne CEMSC will immediately notify the appropriate personnel in accordance with local procedures, to place the county Ambulance Corps / Support Personnel on standby, 5.3 The CEMSC shall coordinate ambulance corps and uedical support personnel to perfom the following emergency operations and when instructed oy tne , CDEM, to implement one or more of the following Initial Precautionary and/or Isolation of Ingestion Pathways ano Sources response options 5.3.1 Detemine and assess the emergency situation with respect to  ! emergency medical services. 5.3.2 Coordinate the movement of ambulance service manpower and equipment. 5.3.3 Evaluate and act on requests for acsistance received from otner  ! jurisdictions. j 5.J.4 In consultation witn the County Fire coordinator (CFC), provide i coordinated communications for emergency medical treatment and transportation of the ill and injured. l 5.3.5 The CEMSC shall maintain connunication with the County Health Connissioner (CHC) with regard to EMS vehicles needed at Special  ; Facilities and for other homebound residents. t Q-3 Rev. 7/oS

5.3.6 Tne CEMSC will contact the Regional EMS Coordinator at Upstate Medical Center (315-473-4363) and request that he notify Central flew York Health providers and place tnem on standby. 5.3.7 Provide rescue services for the ill and injured and establish coordinated communications between rescue venicles and health care facilities. 5.4 When instructed by the COEM, the CEMSC will direct county Ambulance Services to implement one or more of the following additional protective action response options and assist the CDEM as necessary: 5.4.1 General Sheltering 5.4.1.1 The CEftSC shall coordinate ambulance corps whicn may be needed to provide adaitional services and personnel to individuals at Special Facilities who nave been directed to remain indoors, close windows and doors and turn off ventilating and air conditioning equipment. 5.4.2 Selective Evacuation 5.4.2.1 Ambulance personnel may assist with tnose medically ill-individuals who are able to be evacuated and might have a low tolerance to radiation. The CEMSC shall coordinate efforts for i provision of EMS vehicles for the removal of immoDile i ndivi dual s. 5.4.2.2 Ambulance personnel may assist the evacuation of persons from Special Facilities for whom an evacuation would have minimal meatcal risk, utilizing appropriate portions of the beneral Evacuation procedures ( Attachment 1). 5.4.3 Selective Sheltering 5.4.3.1 Amublance personnel may assist with providing medical personnel, equipuent and supplies to support those people in homes or Special Facilities who cannot be evacuated. 5.5 The CEliSC snall maintain county Ambulance Corps / Personnel in Site Area l Emergency status until directed to closeout, reduce the emergency cass ) or escalate to a more severe Response Action for a General Emergency; l proceed to paragraph 6.3. l 1 6.0 Response Action: General Emergency 6.1 Upon notification from the Nuclear Facility Operators (NFO), via the RECS, of a _ General Er.iergency, the County ut rector of Emergency lianagement (CUEM), or the county Warning Point, at the Sherifs Department Cormunications Center, shall notify the (.ounty Emergency Medical Services Coordinator (CElISC) and transmit the essential information contained in the Radiological Emergency Data Fonn ( Attachment z) and direct the CEliSC to report to the E0C. i ! 6.2 The CEMSC will immediately notify the appropriate personnel in accordance with local procedures to place county Ambulance Corps / Support Personnel on standby. 6.3 The CEMSC shall coordinate emergency medical personnel / equipment as necessary to perform the following emergency operations, and when instructed by the CDEM to implement one or more of the following Initial Precautionary and/or Isolation of Ingestion Pathways and Sources response options: 6.3.1 Determine and assess tne emergency situation witn respect to emergency medical services.

1. Phase 1 - Mobilization A. General

( As requested by the County Director of Emergency Management (CDEH), the County Emergency Medical Services Coordinator (CEMSC) will direct loed) ambulance corps to notify their personnel to report to their stations. B. Special Vehicles As requested by tne CDEM, the CEMSC will instruct amuulance ' corps to prepare vehicles and remain on standoy. C. Special Facilities - As requested by the CDEM and the County Commissioner of Health (CCH), the CENSC will instruct ambulance personnel to drive vehicles to assigned special facilities involved in early evacuation. (See Taole 1 and attacned maps of special facility locations.)

11. Pnase 2 - Egress A. Special Vehicles

4. assigned institutions (see Table 1)
b. homes of handicapped persons and those identified by social service agencies and the county Health Department
