SUBJECT:

TRIP REPORT - MONRQE, MICHIGAN On April 28, 1982, Messrs. W. L. Axelson and M. P. Phillips were in Monroe, Michigan attending a public meeting as stated in EDO letter dated April 2, 1982, to Senator Levin of Michigan regarding state end local emergency pl. ins for Fermi. Approximately fifty peo.ple were in attendance, representing the State of Michigan, Mo.coe County, Wayne County, FEMA, NRC, Detroit Edison, the media, and the public.

During the meeting, presentatfans were made by Monroe County, Wayne County, FEMA, and Michigan officials. Numerous questions were raised by the audience regarding virtually all aspects of the various plans presented. Several special~

interest groups were present from the local community including several elected officials from the counties involved.

At one point during the meering I was asked if the NRC would license the facility if the Monroe County Board Chairman did not sign the emergency plan. I stated that the NRC would review FEMA's findings regarding offsite planning, and would _

not issue a full power license if FEMA determined that adequate measures to protect the public could not be taken in the event of an emergency at Fermi. .

I also spoke with the Monroe County Board Chairman and told him that Mr. James Keppler, Regional Administrator, and Mr. Barold Denton, Director of the Office of Nuclear Reactor Regulation, would meet with the Monroe County Board Chairman prior to licensing of the plant. I understand this to be the current policy established by Mr. Denton.

Dear Sir:

The Monroe County Board of Comissioners passed the attachci Resolution on the 9th of February regarding the rescheduling of the Public Review Session which was held in Monroe, Michigan, on February 3, 1982 at 7:00 p.m. in the Honroe City Council Chambers in regard to the Radiological Emergency Response Plan for the Enrico Fermi Atomic Power Plant Unit 2.

Seth myself and Mr. Eckert expressed our concern to Lt. Raymond Cook, Michigan State Police, Emergency Services Division and Mr. Dan Bement of F.E.M. A. about ~

the scheduled meeting due to the extreme severe weather and road conditions in Monroe County. The decision was made to continue with the meeting as scheduled. -

We feel that under the extreme weather conditions that were existing at that time the general public was severely hampered from attending the scheduled re-view session, thus, not allowing adequate public review.

At this time, we are asking for your assistance and support in scheduling another Public Review Session with all of the necessary supporting agencies involved. If possible we would like to have the session scmetime during the latter part of April, 1982.

Your assistance in this matter would be of a great benefit to the citihens of "onrce County.

Emergency Response Plan for the Enrico Fermi Atomic Power Plant Unit II on Wednesday, February 3,1982; and WHEKEAS, said public hearing was hagered because of the heavy i

snow and the warning by police agencies to stay off the roads; and .

  • WHEREAS, the Monroe County Board of Commissioners. wishes all of ',

t the residents and citizens of Monroe County to.have every opportunity to voice their concerns and/or to offer suggestions to the proposed Radiological Emergency Response Plan for the Enrico Fermi Atomic Power Plant Unit II.

NOW THEREF6RE, the Monroe County Board of Cocinissioners hereby establishes Wednesday, April 28,1982, from 7:00 PM to 9:00 PM in the City Hall,120 East First Street, Monroe, HI 48161 as another meeting for the public review of the Radiological Energency Response Plan for the Enrico Fermi Atomic Power Plant Unit II. -

IT IS FURTHER ORDERED that a copy of. this Resolution be forwarded to the appropriate.public officials and agencies as required.

In accordance with NRR Office Letter No.19 Revision 1, the enclosed reports are provided for information. This information may be relevant and. material to the contention regarding evacuation of a small community near Fermi 2 during emergencies.

Enclosure 1 is a report by Mr. W. L. Axelson, NRC Region III of a public meeting held on April 28, 1982 regarding State of Michigan and local emergency plans relevant to a postulated accident at Fermi 2. The meeting was requested by the Monroe County, Michigan, Board of Commissioners in a February 19, 1982 letter to the NRC (Enclosure 2). The meeting was moderated by an official from the '

State of Michigan.

The information transmitted in this board notification is unique to the Fermi 2 plant.

In accordance with NRR Office Letter No.19 Revision 1, the enclosed reports are provided for information. This information may be relevant and. material to the contention regarding evacuation of a small community near Fermi 2 during emergencies.

Enclosure 1 is a report by Mr. W. L. Axelson, NRC Region III of a public meeting held on April 28, 1982 regarding State of Michigan and local emergency plans relevant to a postulated accident at Fermi 2. The meeting was requested by the Monroe County, Michigan, Board of Commissioners in a February 19, 1982 letter to the NRC (Enclosure 2). The meeting was moderated by an official from the I

State of Michigan.

TRIP REPORT - MONRQE, MICHIGAN On April 28, 1982, Messrs. W. L. Axelson and M. P. Phillips were in Monroe, Michigan attending a public meeting as stated in EDO letter dated April 2, 1982, to Senator Levin of Michigan regarding state and local emergency plans for Fermi. Approxinately fifty people were i,n attendance, representing the State of Michtg.in, Monroe County, Wayne County, FEMA, NRC, Detroit Edison, the media, and the public.

During the meeting, presentations were made by Monroe County, Wayne County, FEMA, and Michigan officials. Numerous questions were raised by the audience '

regarding virtually all aspects of the various plans presented. Several special-interest groups were present from the local community including several elected officials from the counties involved.

At one point during the meeting I was asked if the NRC would license the facility if the Monroe County Board Chairman did not sign the emergency plan. I stated

' that the NRC would review FEMA's findings regarding offsite planning, an' would' ,

not issue a full power license if FEMA determined that adequate measures to protect the public could not be taken in the event of an emergency at Fermi. .

I also spoke with the Monroe County Board Chairman and told him that Mr. James Keppler, Regional Administrator, and Mr. Harold Denton, Director of the Office of Nuclear Reactor Regulation, would meet with the Monroe County Board Chairman prior to licensing of the plant. I understand this to be the current policy established by Mr. Denton.

The Monroe County Board of Comissioners passed the attached Resolution on the 9th of February regarding the rescheduling of the Public Review Session which was held in Monroe, Michigan, on February 3,1982 at 7:00 p.m. in the Monroe City Council Chambers in regard to the Radiological Emergency Response Plan for the Enrico Fermi Atomic Power Plant Unit 2.

! Soth myself and Mr. Eckert expressed our concern to Lt. Raymond Cook, Michigan State Police, Emergency Services Division and Mr. Dan Bement of F.E.M.A. about -

the scheduled meeting due to the extreme severe weather and road conditions in .

Monroe County. The decision was made to continue with the meeting as scheduled.

We feel that under the extreme weather conditions that were existing at that time the general public was severely hampered from attending the scheduled re-view session, thus, not allowing adequate public review.

At this time, we are asking for your assistance and support in scheduling another Public Review Session with all of the necessary supporting agencies involved. If possible we would like to have the session scmetime during the latter part of April, 1982.

Your assistance in this matter would be of a great benefit to the citihens of .
