3 It was the staff's position, having reviewed the December 15, 1986 submittal, i that DECO:
Evaluate the SPDS isolation device for MCF voltace and current. 'The MCF
- voltage is defined as the maximum voltage, ac and dc, that is present
- inside the cabinet that houses the isolator (s). This' voltage is typically.
- 120 VAC or 125 VDC. In some isolated cases, the MCF voltage could be 208 i VAC or 480 VAC. The MCF current is-defined as the ampere rating-of the protective device that is supplying the MCF voltage that is external to the isolator cabinet and is usually rated at 20 amperes.
- Test the isolation device (s) with the MCF voltage and current. The MCF i test is defined as applying the MCF voltage and the maximum potential !
current directly to the plus and minus output tenninals of the isolator '
unit in the transverse mode. During the test, the isolator is energized and a normal signal is applied to its input. The isolator input is monitored during the test with instrumentation capable of detecting voltages with high frequency response; i.e. one millisecond.

_2 Define the pass / fall criteria for the isolation' device. The pass / fall:
criteria are defined as being no breach of the isolation barrier and no -
propagation of the MCF voltage / current through the barrier from the non-class IE side of the barrier; .i.e., destruction of the isolator will .not.-
result in a hard breach of the isolation barrier connecting the output to the input, thus coupling the MCF voltage / current directly to the safety-system. These criteria do not preclude the fact that a low energy pulse

may appear on the isolator's input, then disappear as isolation destruction ends and conductive paths are burned open.
However, in view of the additional descriptive details presented by DECO at the meeting, the NRC staff agreed to reconsider its position as stated above, and that the Project Manager would advise DECO of.the need to test the Validyne isolation device by telephone on March 30, 1987. An SER delineating the staff's position would be formally transmitted soon thereafter.
The meeting was adjourned at 12:00 p.m.
