MEETING WITH THE DETROIT EDISON COMPANY TO DISCUSS THE FERMI 2 IMPROVED STANDARD TECHNICAL SPECIFICATIONS CONVERSION The NRC staff met with DECO at NRC Headquarters on August 5 and 6,1998, to discuss issues related to the Fermi 2 submittal for the conversion to the improved standard technical specifications (STS). The primary focus of the meeting was a review of Sections 2.0,3.1, and 3.2 of the STS. However, some more generalissues were also discussed. Enclosure 1 lists the meeting participants.

The participants discussed the proposed Sections 2.0,3.1, and 3.2 of the Fermi 2 conversion to the STS. The staff did not note any significant concerns with these sections. Some items were raised that require resolution. These items are listed in Enclosure 2. The licensee and the staff also discussed the outstanding proposed amendments to the current technical specifications in this section. In addition, the licensee brought up an issue related to Section 5.0 of the STS.

This issue is included in Enclosure 2.

The staff and the licensee then discussed the licensee's near-term plans for updating the submittal and the likely schedule for NRC staff review and requests for additional information.

The participants also discussed general issues related to the staff's review and the schedule for future meetings to discuss other sections of the conversion.

i-ITEMS IDENTIFIED FROM THE FERMI-2 TECHNICAL SPECIFICATIONS L CONVERSION SUBMITTAL, SECTIONS 2.0,3.1, AND 3.2

1. The current technical specifications (CTSs) include a footnote to TS 2.1.2 that indicates that the current safety limit for the minimum critical power ratio (MCPR) applies only to the current cycle (Cycle 6). As part of the reload analysis for each refueling outage the licensee evaluates the MCPR safety limit and, if necessary, requests a TS amendment to change the safety limit. For the conversion, in standard TS (STS) 2.1.2, the licensee eliminated the footnote. See discussion of change (DOC) A.4. The licensee feels the footnote is not necessary since the safety limit must be evaluated each cycle anyway. With the footnote, a license amendment would be required to change the footnote even if the value of the safety limit was unchanged. This llam will require additional review by the NRC staff. ,
2. In STS 3.1.3, the licensee proposed to use the phrase " prescribed withdrawal sequence" in place of the standard phrase " banked position withdrawal sequence." See justification for difference (JFD) P.5. The licensee believes this approach is more appropriate because there may be approved rod sequences that would not be covered by the banked position withdrawal sequence. This item will require additional review by the NRC staff.
3. In CTS 3.1.3.2, scram time testing is performed at a reactor pressure greater than or equal to 950 psig. In STS 3.1.4, the licensee used the bracketed value of 800 psig. See DOC L.1. - The staff will need to review this change and a clarification the licensee made to Note (b) to Table 3.1.4-1. See JFD P.S.
4. The licensee brought up the issue related to Section 6.0 of the CTS, Administrative Controls. Amendment No.119 to the CTS, among other things, added a new subse,ction under administrative controls related to the implementation of a configuration risk -

management system (CRMP). The STS do not contain a similar subsection and, because the amendment was issued on June 2,1998, the April 3,1998, conversion submittal does not reflect it. The licensee is concerned about some aspects of the incorporation of the CRMP into the STS. The staff will consider the questions raised by the licensee.
