Fermi 2 Nuclear Plant
SUBJECT:
MEETING WITH THE DETROIT EDISON COMPANY TO DISCUSS GENERAL PLANT STATUS AND LICENSING ISSUES FOR FERMI 2 A meeting was held at NRC Headquarters on January 30,1998, to discuss the general status of the Fermi 2 plant and the status of selected licensing issues. The meeting also provided an opportunity to introduce new managers among the licensee and NRC staffs.
The licensee first met with the project manager and described five license amendments it was submitting to support the upcoming refueling outage. The amendments address replacement of the Division ll battery, thermal hydraulic stability issues, the test interval for pressure isolation valves, testing of the mode switch with rods withdrawn from defueled cells, and a change to the i
setpoint tolerance for testing of the safety / relief valves.
NRC management joined the meeting and the licensee described its view of the effectiveness of actions it has taken to improve performance at the Fermi 2 plant. Topics discussed included the Operational Excellence Plan, improvements to the corrective action program, and management changes. The licensee also discusted other issues that it is addressing.
Examples included the plans for replacement of the plant process computer, the Updated Final Safety Analysis Report validation project, and the preparation of the improved standard technical specifications submittal.
At this point Ms. Gilles of the Technical Specifications Branch joined the meeting for a discussion of the licensee's submittals requesting a license amendment to extend the emergency diesel generator allowed outage times. The first submittal associated with this amendment was received in November 1995. Staff review of the submittal has been delayed by the ongoing development of a process for approving risk-informed technical specification amendments, The licensee expressed frustration with the delays and with questions from the NRC staff that appeared to be redundant. The staff acknowledged that the process had been drawn out because a pilot approach was being used. However, the staff pointed out that this approach was deemed best to ensure that an appropriate and consistent approach to risk-informed amendments cuuld be developed. Completion of the pilot program is expected in the near future. After that, the staff will process risk-informed amendments that comply with the approved guidance. With that, the meeting was concluded.
A list of the meeting attendees is enclosed.
