'0F APRIL 29, 1987 MEETING WITH DETROIT EDIS0N TO DISCUSS ENVIRONMENTAL INFORMATION NEEDED TO SUPPORT PROPOSED LICENSE EXTENSION FOR FERMI-1.

i This meeting was held at the Nuclear Regulatory Comission's Offices, Room 9609 Maryland National Bank Building at 1:30 PM on April 29, 1987. The purpose of the meeting was to discuss the NRC requirements-for environmental information in support of the proposed license extension for Fermi 1. Those- '

participating in the meeting are listed in Enclosure No. 1.

J Our letter of May 22, 1986 requested environmental information as described in l 10CFR51.45(b). This request was reiterated in our December 2,1986 letter to Detroit Edison. '

The proposed rule on decommissioning was discussed with respect to the submittal of environmental information. The NRC staff and OGC stated that environmental information would be required for Femi-1 even if the proposed rule on decommissioning were in effect. This rule, which is scheduled to become final in October of this year, would remove the specific requirement for the NRC to prepare environmental statements for all decomissioning actions. The rule would, however, require that an environmental report be submitted by the licensee and that an environmental assessment be prepared by i the NRC for all decommissioning actions.

4 Detroit Edison representatives agreed to-provide environmental'infonnation in

, support of their plan by July 31, 1987. A copy of the' environmental 1 '

information submitted by Philadelphia Electric for Peach Bottom 1 (March 4, 1987) was provided for guidance. Detroit Edison staff was advised that the i NRC had not completed its review of the Peach Bottom I information but will I inform Detroit Edison of any additional environmental topics that shculd be included in the Detroit Edison submittal.

This meeting was held at the Nuclear Regulatory Consnission's Offices, Room
