MEETING WITH THE DETROIT EDISON COMPANY TO DISCUSS ISSUES RELATED I TO THE EMERGENCY EQUIPMENT COOLING WATER SYSTEM AT FERMI 2 A meeting was held at NRC Headquarters on April 22, 1997, to discuss the l status of issues related to the emergency equipment cooling water (EECW) system at the Fermi-2 plant. The licensee had requested the meeting to discuss corrective actions it was taking in response to problems that had been discovered associated with the design and the licensing basis for the system. 1 The first issue discussed in the meeting was related to the potential for certain high-energy line breaks to damage the piping in one of the two divisions of the EECW system in the drywell. This piping damage, in conjunction with a loss-of-coolant-accident (LOCA, the initiating event) and a single active failure in the other division of EECW, could lead to the loss of the safety function performed by EECW. The licensee is implementing two system modifications which, when completed, are intended to ensure that one or both divisions of the system (depending on the specific scenario) will continue to perform its safety function throughout the event. The operation of one division is sufficient to mitigate the consequences of the accident.

The licensee committed to complete these modifications prior to the restart of the plant from the current outage. The staff acknowledged that if the modifications function as described in the meeting, it appeared that the system function would be maintained. As part of the modification process, the licensee will evaluate the changes using the criteria in 10 CFR 50.59.

The second issue involved high-energy line breaks, currently postulated in the Updated Final Safety Analysis Report (UFSAR), which the licensee proposes to  !

eliminate from consideration. The licensee bases this proposal on certain statements in the UFSAR which would allow this elimination. However, the [j staff has raised the issue of other statements within the UFSAR which the staff interprets to mean that consideration of these pipe breaks is required.

The licensee committed to complete an evaluation of this issue using the criteria in 10 CFR 50.59 and take any appropriate action that is indicated by I)61)
