SUBJECT:

MEETING WITH THE DETROIT EDISON COMPANY TO DISCUSS ITS PLANS TO ADD RACKS TO THE FERMI 2 SPENT FUEL POOL The NRC staff met with DECO (the licenses) at NRC Headquarters on June 17,1999, to discuss the licensee's plans to add racks to, and replace older racks in, its spent fuel pool.

Enclosure 1 is the list of attendees. The licensee presented an outline of its plan, a status of its activities, and a proposed schedule. Enclosure 2 is the handout provided by the licensee.1his meeting was a kickuff for the project, with a planned license amendment submittal date of ,

November 1999. i The licensee plans to use a line-phase approach in which new racks are added and old racks j are replaced in increments. The first phase would be completed in the spring of 2001, with the second and third phases following in 2005 and 2010, iespectively. The fuel rack additions will ensure full core offload capability throughout the process and up until the year 2015. The phased approach will allow the licensee to reevaluate whether better options for fuel storage have been developed during the intentening years.

[ NRC staff members provided feedback to the licensee concerning problems and issues that L have been encountered in previous fuel rack submittals by other licensees. Fnr example, the staff stated that the analyses for the revised normal maximum _ fuel pool temperature should include consideration of a single failure. Other areas discussed included heavy load handling, seismic analyses, and thermal-hydraulic calculations.
