REPORT OF MEETING WITH DETROIT EDIS0N COMPANY RE FERMI-2 EMERGENCY DIESEL GENERATOR (EDG) UNRESOLVED MATTFRS 10, 1986, The meeting to discuss thewas held status in Bethesda, of Detroit EdisonMaryland Company'son(DECO Wednesday), December response to Operating License NPF-43 License Condition 2.C(10), and related studies, addressing NRC concerns as to the reliability of the Fermi-2 EDGs. These concerns were raised in light of the diesel engine main crankshaft and piston connecting rod bearing failures experienced during preoperational and startup testing. (Fermi-2uses four Fairbanks-Morse EDG's, two per each electrical division) to provide emer-gency a-c power should a loss of off-site power occur. Enclosure (11 is the slide presentation made by DECO during the meeting. Enclosure (2) is the agenda followed at the meeting. Enclosure (3) lists the meeting participants. The meeting was initially scheduled for December 3,1986, and announced accord-ingly in the PDR by memo dated November 14, 1986. A subsequent announcement in the PDR dated December P., 1986, changed the meeting date to December 10, 1986. A summary of the meeting discussion follows:

1. Bearing Problems - A detailed description of the diesel engine design, the bearing problems experienced, and the corrective actions being taken was presented by DECO. Independent studies contracted with Battelle and Failure Analyses Associates to investigate hearing problems are essentially completed and being assessed by DECO. DECO expects to fomally submit their findings to the NRC by the end of January, 1987. In light of this, D7.00 advised the NRC staff that Batte11e's report on the metallurgical investigation of defects found on the surface of the aluminum-tin bearings installed in the EDG's, provided to the NRC by letter dated November 21, 1986, be considered as infomational,
2. Air / 011 Boost Study - DECO's study of the use of the EDG air / oil boost system (a modification to the initial EDG design) has concluded that bearing prelubrication is still needed; i.e., the air / oil boost system has been found to be an enhancement for engine dry starts, but not a replacement for prelubrication.
3. DECO Response to NRC SER on the EDGs (NRC letter dated July 16, 1986) - A further clarification of DECO's response to the staff's SER, dated October 14, 1986, was discussed at some length.

In its response DECO has requested some flexibility as to when bearing gap checks should be performed. DECO proposed that the special visual inspection of the top half of bearing No.13 on the upper crankshaft of EDG No.13 be performed within the " envelope of acceptability" within 30 days when the number of engine starts is comparable to those in the EDG Demonstration Test Program; and that gap checks of the main bearings be performed within 7 days from the day each automatic urprelubricated (dry) engine start occurs. The basis for the change is to prevent unnecessary forced plant shutdown to perform the bearing inspections. The NRC staff agreed to give priority consideration to DECO's reauested change and will advise Deco of the acceptability of the change on/or about December 19, 1986.

4. EDG Lube Oil Filter inspection - By letter dated September 30, 1986, DECO proposed the elimination of the EDG lube oil filter inspection and the related spectrographic analyses of the filter media committed to in Deco letters referenced in Operating License NPF-43 License Condition 2.C(10). Deco initially connitted to perform filter inspec-tions at 3-month intervals and to also perform an emission spectro-scopic analysis of elements found in the lube oil filter media.

It was agreed that NRC action on this requested license amendment be deferred until after DECO has completed its assessment of the Ratte11e and Failure Analysis Associates bearing study results discussed in 1 above. DECO expects to revise its license amendment request at that time to delete License Condition 2.C(10) in its entirety. The meeting was adjourned at 11:35 a.m.
