SUBJECT:
MEETING WITH DECO TO DISCUSS THE FERMI 2 IMPROVED STANDARD TECHNICAL SPECIFICATIONS CONVERSION The NRC staff met with DECO (the licensee) at NRC Headquarters on July 8 and 9,1999, to discuss issues related to the Fermi 2 submittal for the conversion of the current technical specifications to improved standard technical specifications (ITS). Enclosure 1 lists the meeting participants. The primary focus of the meeting was to discuss comments from the sections
- reviewers on the licensee's revisions to Sections 3.5,3.6, and 3.8. Enclosure 2 is a listing of the tracking numbers for the requests for additional information for these sections that remained open at the conclusion of the meeting. The licensee continues to work with the NRC staff to reach resolution on these issues. For the majority of the listed items, a path to resolution was determined during the meeting and the item will be closed when the licensee implements the resolution.
The NRC staff and the licensee also discussed the disposition of the Configuration Risk Management Program (CRMP), which is currently contained in Section 6.8.5.h of the technical specifications. The NRC staff has agreed that this program can be relocated to the Technical Requirements Manual based on current staff guidance for the location of the CRMP. In Revision 9 of its submittal, dated July 7,1999, the licensee has modified Section 5.0 accordingly. is a corrected list of meeting attendees for related meetings held on April 12 and 13, 1999. This enclosure was previously issued as Enclosure 1 to the summary of these meetings dated Aoril 16,1999.
