ENCLOSURE HARTSVILLE AND PHIPPS BEND NUCLEAR PLANTS GE SUPPORT OF 10CFR50.55(e) REPORTING HTRD-50-518/81-20, -519/81-16, -520/81-18 -521/81-16

PBRD-50-553/81-21, -554/81-15 10CFR50.55(e)-

REPORT NO. 3 (INTERIM)__

Description of Deficiency This nonconformance concerns the possible failure of .TVA to comply with the reporting regulations of 10 CFR 50.55(e). This is due to GE neither advising TVA of GE-initiated potentially reportable conditions (PRC's) related to NSSS end GE or C. F. Braun-initiated STRIDE Design Deficiency

~

Reports (SDDR's), nor evaluating these PRC's and SDDR's for reportability -

per 10 CFR 50.55(e). This deficiency originated from a TVA QA audit.

(audit No. 81V-18) held at General Electric in San Jose, California.

Interim Progress GE met with the NRC's James H. Sniezek (assistant to R. C. DeYoung) on December 10, 1981, to discuss GE's position regarding reportability l determinations for NSSS-related PRCs. Further resolution of this concern will be addressed in our next report which we anticipate transmitting-to l you on or before Maren 5, 1982.

For STRIDE SDDR's, GE/CFBraun has agreed to identify nonconforming conditions under the guidelines of both 10 CFR 21 and 10 CFR 50.55(e) and to evaluate these conditions for reportability under 10 CFR 21 and 10 CFR 50.55(e). They vill advise TVA of their determination of reportability and will transmit copies of all SDDR's to TVA.
