4 HARTSVILLE NUCLEAR PLANT A - REPORTABLE DEFICIENCY - POSSIBLE INSTALLATION OF BOLT ANCHORS IN GROUT AREAS - HTRD-50-518/82-14,
-520/82-14 The subject deficiency was initially reported to NRC-0IE, Region II, Inspector Ross Butcher on June 10, 1982 as NCR HNPA-206.
In accordance with paragraph 50.55(e) of 10 CFR Part 50, we are enclosing the first interim report on the subject deficiency.
TVA has elected to defer construction activities for this project.
Deferral does not mean that the project will be cancelled but that TVA is-i minimizing its expenditures and construction efforts until such time that TVA has sufficient information to indicate whether the project should be completed or cancelled. Therefore, we will not be submitting a final report for this nonconformance until a final decision is made regarding this project. If have any questions, please call Jim Domer at FTS i

HTRD-50-518/82-14, -520/82-14 Description of Deficiency

The possibility exists that bolt anchors may have been installed in areas of grout or mortar repairs without the repair being considered, i.e., installed in the normal fashion as if there was' no' repair. This is particularly true when the repair could not be seen, such as in area that had been covered with protective coatings at the time of anchor installation. Grout has less resistance to pull out than concrete due to the fact that layers of concrete are usually thicker than those of grout, which is normally used only as a patching material.
Interim Progress Because of the deferral of HNP, investigation into the item will be postponed until the time that construction is resumed.
