HARTSVILLE NUCLEAR PLANT A AND PHIPPS BEND NUCLEAR PLANT UNIT 1 -
REPORTABLE DEFICIENCY - INTAKE PUMPING STATION DOORS' AND HATCHES' DESIGN
-HTRD-50-518/82-15, -520/82-15, - PBRD-50-553/82-10 The subject deficiency was initially reported to NRC-0IE, Region II, Inspector Ross Butcher on June 4, 1982. In accordance with paragraph 50.55(e) of 10 CFR Part 50, we are enclosing the first interim report on the subject deficiency.
TVA has elected to defer construction activities for these projects.
Deferral does not mean that the projects will be cancelled but that TVA is minimizing its expenditures and construction efforts until such time that TVA has sufficient information to indicate whether these projects should be completed or cancelled. Therefore, we will not be submitting a final report for this nonconformance until a final decision is made regarding these projects. If have any questions, please call Jim Domer at FTS 858-2725.

HTRD-50-518/82-15, -520/82-15 PBRD-50-553/82-10 Description of Deficiency The igtake pumping station concrete structure was designed for three lb/in pressure differential; h'owever, the doors and hatches were not.
The design of doors and hatches to withstand tornado-induced depressurization was not addressed in any design criteria; therefore, they were overlooked during the original design of the intake pumping station.
Interim Progress Due to the deferral of HTN and PBN, reports on these NCRs will be postponed until the time that construction is resumed.
