, 1.0 Intr-d-atien TVA requested construction permit extensions for the Hartsville Nuclear-Plant A on January 21, 1983. In response to A. Schwencer's letter dated Februa ry 17, 1963, TVA provided additional infonaation on February 24, 1983 regarding our cause f or def erral and need f or extensions. The following pages describe the details of our def erral plans for the Hartsville Nuclear Plant A (HTA). TVA will make the appropriate submittals (i.e., S AR, ER amendments) addressing generic issues, plant status, completion schedules, and other information necessary if a decision is made to resume construction activities, i

Several activities a ssociated with the Hartsville Nuclear Plant A are conducted under the permits issued by other regulatory agencies. Example s of permits within this category include: NPDES permits issued by the Environmental Protection Agency, Section 404 and Section 10 permits issued by the Corps of Engineers, air quality permits issued by the State, and permits issued by the Federal Aviation Administration. IVA is in the process of discussing with these regulatory agencies the need to retain, modify, and/or renew those aspects of the permits which relate to these def erred nuclear units. Thus, descriptions of these activities are not addressed herein.

2.0 ' Site Activities Durina the Deferral Period 2 .1 Permanent Plant Features and Structures During the period of deferral- at HTA a limited maintenance effort is underway for permanent plant structures. (No progress is being made toward completion of the permanent plant structures or f eatures.) Critical items associated with permanent plant structures will be maintained such that restart of construction of these structures at the end of the deferral period may begin.without a maj or rehabilitation ef f ort. In order to accomplish this, TVA has prepared a preventative maintenance document which establishes guidance for the protection, preservation, and periodic inspection of specified materials. In addition, guidance for preparing these items for the continuation of construction following the def erral period is outlined.

2 .2 Temporary Construction Buildings and Features _

TVA presently plans no additional tamporary buildings or f eatures at the Hartsville A site. Temporary structures may be transf erred to other facilities or sold in accordance with TVA's investment recovery program.

2.3 Site Maintenance Site maintenance will be implemented in accordance with the conditions specified in Attachment A, 4.5.1.1(a) through (o) and 4.5.1.3(b), (c), ( f) ,

(g), ( h) , ( i) , (k), (1), and (m) of the Hartsville A construction permit.

  • The more significant activities associated with proper maintenance of the site include protection against soil erosion by various techniquas such as seeding and mulching exposed areas (e.g., borrow pits), maintaining buff er zone s, and maintaining controlled drainage pathways. All water-related items on site will be handled and monitored in accordance with the requirements of the site NPDES permit.

Noise and dust will be controlled so as to not significantly affect adj acent off site activities.

Should evidence of environmental impact be detected during the def erral period TVA will do an analysis of the problem and eliminate or significantly reduce the impacts, if nece ssary.

3.0 Common Features of Cancelled Hartsville B and Deferred Hartsville A Structures / features which are camaon to both Hartsville A and B include:

1. The discharge system (composed of the holding pond, the holding pond outlet structure, the flow monitoring station, the discharge pipe, and the diffuser pipe, concrete cradles, and ballast).

2. The intake system (including the intake channel, the intake pipes, and the trash and retura. sluice). _
3. The plant access features (the plant railroad, the rail barge f acility, ,and the acce ss highway) .

4 The meteorological tower and data station.

At the restart of construction, the design of these common structures will be reviewed and modified as required to support Hartsville A only.

4.0 Environmental Monitorina and Mitization Proaraus The environmental monitoring and mitigation programs were developed and will be maintained as single programs for Hartsville Plants A and B.

TVA will continue to provide f or periodic management audits to determine the adequacy of implementation of environmental monitoring at Hartsville A.

The waterf ow1/ wetlands wildlif e program was discontinued af ter the f all/ winter cycle (April 1983) . This completed the collection of 10 years of data committed to in the construction pensit licensing. We believe that this data will be beneficial and could be utilized at the resumption of site activities. Data will be analyzed and the results summa rize d.

The threatened bird species monitoring program will be discontinued af ter the May 1983 census. The five years of census data will be analyzed and the results summarized.

The preconstruction / construction radiological monitoring program will be discontinued. TVA will evaluate the need for reestablishment of this monitoring program if future site activities warrant.

Ground water monitoring will be discontinued.

Attachment C of the construction permit requires specific monitoring activities, all of which are associated with monitoring the effects of dif fuser excavation on the endangered mussel, Lamosillis orbiculata_._

Because most of- the monitoring eff orts are required immediately bef ore, during, and after excavation, only minor review activities will be conducted during the deferral period.

The meteorologics1 tower will be maintained in an inoperative mode.

5 .0 Socioeconomic The def erral/ cancellation impact mitigation program will replace TVA's original socioeconomic monitoring and mitigation program. Activities under l

Deferral / Cancellation Impact Nitimation--A def erral/ cancellation impact mitigation program was developed and is being implemented as a single In August program f or Hartsville, Phipps Bend, and Yellow Creek proj ects.

1981, TVA authorized $150,000 at each project f or implementation. The purpose of this program was to help of f set the impacts of sudden unexpected unemployment in the areas around the def erred nuclear plants.

More recently, TVA approved an additional two-fold def erral/ cancellation economic impact mitigation program. This program is designed to stimulate rapid creation of new, permanent private-sector job opportunities in the bapact areas. Under this program, a total of approximately $3 million f or the three proj ect areas is available on a loan basis to local communities l

for strategic investment in industrial development projects. These loans are to be provided interest f ree f or up to three years with interest at TVA's long-term borrowing rate beyond this period. The program also provides $250,000 for the three proj ects for a training / retraining element designed to supply the labor f or new industry attracted to the area as a result of TVA's loan program efforts.

IVA is currently receiving and evaluating requests for participation in the loan program and will continue to do so until September 30, 1983. At that time, a summary ronitoring report for Hartsville A will be prepared and submitted to the NRC.

a 6 .0 Transmission Line Systems Work on the erection of the transmission lines for the Hartsville Nuclear Plant A was halted when the plant was def erred. The portions of line which have been completed will be maintained in a normal manner. Further work on the erection of this system will resume as appropriate f or completion of the Hartsville Plant A.
