CALLAWAY PLANT STEAM' GENERATOR ATMOSPHERIC STEAN DUMP VALVES ,

Union; Electric Company herewith transmits an application for amendment to Facility Operating License No. NPF-30 for the Callaway Plant. This amendment application requests a revision to Technical' Specification 3/4 7.1.7 to allow'an exception to Technical Specification 4.0.4. This amendment is required because the surveillances for the steam generator: atmospheric steam dump valves can only be complet'd e after entry into a modo for which the surveillance requirements apply.

The Callaway Plant On-Site Review Committee and the Nuclear Safety Review Board have reviewed and approved this amendment application. Attachments 1 through 3 provide the Technical Specification changes, Safety

! Evaluation, and Significant Hazards Evaluation, respectively. It has been determined that this amendment application does not involve any unroviewed safety questions, as defined in 10CFR50.59,.nor a significant  !

hazard consideration as determined per 10CFR5u.S2.

Approval of this amendment application is required-pri'or to entry into Mode 3 at the conclusion of the current refueling outago. Mode 3 is scheduled to be entered on November 4.
