PARTICULARIZATION OF SUFFOLK COUNTY'S' CONCERNS REGARDING CONSIDERATION OF AGING IN LILCO'S EQ~ PROGRAM The items listed.in'the' attachment hereto are either .

identified by 'LILCO as requirir.g qualification to IEEE 323-1971 standards, cn are undefined in this respect.

Those standards permit'the consideration of aging by " assessment,".ra.ther than

~

by subjecting the equipment to accelerated aging prior to the EQ testing. As of Revision 4 ofLthe Shoreham EQ Report, qualification is incomplete for these items, and several of ,

the' items have failed EQ testing. The County questions whether aging.was considered in attempting to qualify these items, ,

and if it was, how it was considered'. In addition, since. .

LILCO relies on Justifications for Interim Operation (JIOs)

with respect to these items, the County questions how, if at a'1, -aging was considered in arriving at the conclusions stated in the JIOs. The County will also pursue the Staff's review of the EQ Report and the.JIOs with respect to these questions. The information contained in the attached list was obtained from the Shoreham EQ Report.

The' County will also dire.ct questions to the LILCO. panel to clarify statements contained in the LILCO pr& filed testimony

relating to the aging issue (i.e., Q&A's 15-21,"p)p. 11-16).
