.os, WASHINGTON PUBLIC POWER SUPPLY SYSTEM NUCLEAR PROJECT NO. 2 DOCKET NO. 50-397 LICENSE NO. CPPR-93 SKEWED T JOINT WELDS 10CFR50.55(e) CONDITION #215 INTERIM REPORT Description of Noncompliance When members are welded with a fillet weld at other than 900 to each other, the AWS D1.1 welding code, and Burns and Roe drawing H501, Rev. 0, specify an increased leg length over that specified on the hanger details. On the acute angle, the increased leg length is specified to account for less than full penetration at the base of the weld. On the obtuse side, it is specified to assure the effective throat that is required is present.

Bechtel installed skewed T-Joint welds have been determined to be lacking the addi-tional leg length as required.

Safety Implication Skewed T-Joints are used throughout the plant on safety class-1 supports. Lack of adequate weld size could result in failure of SC-I hangers which could have an adverse effect on the safety of operations of WNP-2.

Corrective Action An inspection sampling plan has been established to randomly select and verify weld size on 60 skewed welds made by Bechtel on large bore pipe supports. After compilation of the data, the results will be transmitted to the Architect Engineer for acceptability analysis. If there are instances of weld failure, a bigger sam-ple may be required to justify acceptance of past work. This reinspection sampling program will also be performed for small bore supports. The evaluation to be per-formed by the Architect Engineer on the original saiaple population should be com-pleted by mid December 1982.
