Philadelphia Electric Company, Licensee under Facility i

Operating Licenses DPR-56 for Peach Bottom Unit 3, hereby requests that the Technical Specifications contained in Appendix A of the Operating Licenses be temporarily amended as indicated in the following discussion.

The 3D RHR heat exchanger has been out of service since Sunday, November 14, to repair a 5 gallon per minute leak. As a result of the unavailability of this heat exchanger continued operation of the Unit is permitted for only seven succeeding days

in accordance with the limiting conditions for operation specified in the Peach Bottom Technical Specification 3.5.A.5.

The remaining core spray and RHR pumps are available for emergency cooling; however, the "B" RHR pump has also been declared inoperable due to an inability to perform the operability testing as a result of the block on the "D" RHR heat exchanger. As a result of the unavailability of the LPCI subsystem, surveillance requirement 4.5.A.5 of the Technical Specifications has been implemented, requiring both core spray subsystem and the remaining LPCI subsystem to be demonstrated operable within 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />, and at least once per 72 hours8.333333e-4 days <br />0.02 hours <br />1.190476e-4 weeks <br />2.7396e-5 months <br /> thereafter until the LPCI subsystem is restored to operable status.

Efforts to repair this small leuk were expected to require i only five days, however, due to unanticipated difficulties, i

additional time will be required to complete the repairs.

Accordingly, Philadelphia Electric Company requests that temporary relief be granted for three additional days of continued operation, to November 24, 1982, in order to complete <

! repairs and return the system to service. This request is being made in order to eliminate a shutdown and startup transient on L Unit 3.

in the non-isolated loop have been analyzed. The results of this analysis show that adequate quantities of ECCS equipment are available and is therefore in compliance with the 10 CFR 50 Appendix K analysis. The likelihood of a LOCA plus a loss of offsite power plus the worst single failure is sufficiently low to be an acceptable risk for the additional three days. The accelerated testing required by section 4.5.A.5 of the Technical Specifications will continue during the three day extension.

1 Pursuant to 10 CFR Section 170.22 " Schedule of Fees for Facility License Amendments", Philadelphia Electric Company proposes that this Application for Amendment be considered a Class III Amendment for Unit 3, since the proposed change involves a single safety issue.

The Plant Operation Review Committee and the Operation and Safety Review Committee have reviewed this proposed change to the Technical Specifications, and have concluded that it does not involve an unreviewed safety question or a significant hazard consideration and will not endanger the health and safety of the public.
