Dear Mr. Rowe:

in reference to your letter of January 24, 1990, please be advised that the Department of Energy's (00E) budget for FY 1990 and FY 1991 does not include any funds to support the conversion of the NIST Reactor (NBSR) to low enriched uranium.

Our first priority is to complete the conversion of university based nuclear research reactors subject to the NRC rule with funds available to the Department.
