Dear Mr. Rowe:

enctog u,o 1 ;g anc tassW.4 This is in regard to your requests dated October 15, 1996, and June 19, 1997, for approval of a route to be used for transport of spent fuel from the National Institute of Standards and Technology. Gaithersuurg. Maryland, to the Department of Enercy's Savannah River Site near Aiken. South Carolina.

Note that the 100-mile ietour (including a 55-mile non-Interstate segment) around Charlotte North Carolina, and Columbia. South Carolina, in your proposed route has been eliminated.

We were unable to corroborate wioh State Police that the detour avoids, as your request suggests. " heavily congested areas which would cause considerable delays." Accordingly, the In'.erstate Highway system route that minimizes time in transit in this area has been designated for use.

The route in Enclosure 1 meets the regulatory re constitutes approval for this route.quirements of 10 CFR 73.37.

Unless renewed, this route approval will expire two years from the date of this letter.

Note that transportation of licensed radioactive material must be conducted in compliance with the applicable U.S. Department of Transportation regulations.

NRC staff have completed the arrangements with law enforcement agencies required by 10 CFR 73.37(b)(6).

Note that armed escorts are required for the urbanized areas of Salem /Roanoke, Virginia: Charlotte. North Carolina; and Columbia. South Carolina.

Information on law enforcement arrangements is provided in Enclosure 2. and is to be incorporated into your shipment plans and provided to your carrier along with instructions regarding its use.

If your carrier deviates from the approved route, please 3rovide details of the deviation to the contact listed Jelow as soon as possi]le.

The notification requirements of 10 CFR 73.37(f) and 73.72 apply for each shipment. When making notification to this office under 10 CFR 73.72. please confirm that armed escort will be provided as required, and that the appro-priate governors or designees will or have been notified.
