'Enclosediscertification.from:theChiedf-Budgetofficeof.NISTthat.

congressional appropriation'0111 be requested. for. decommissioning and -.

decontamination of tho' NIST reactor ones a' decision'forlfinal' shutdown ,

is.made. The cost of decommissioning is, based *on,information previously submitted'to_the NRC;in NBSR;9,) Addendum 1, November"t980!'" Final Safety Analysis' Report on the NationallBureaur ofcStandardsiReactor; TThe total' .

estimated cost in FY;80 do11arsiwas !$11830',000,00"which includes a signi-ficantcontingencyof25%"todealwith$hanges-andunusualcircumstances.

The total cost is adjusted to FY-90 dollars using, the :" Implicit' Price :

Deflators for Gross National Product",= the inflationlindicator. commonly; used by the Federal Government. The'1980-1989 inflation factor is approxi-mately 1.5 resulting in a total cost of 18 million dollars for FY-90.'This figure vill be adjusted usinguthe;same inflation indicator for future years.

It should be noted that the 'annuali::o'd cost ofi decommissi6ningithe NIST reactor is essentially the same as.that for continued operation. The FY 90 operating budget for the'NIST reactor in about 4 million dollars. It is estimated that a minimum of-five years will;be required for decommissioning.

Based on this, it is unlikely that'an additional appropriation will be required.
