This letter refers to the announced safeguards inspection conducted by Messrs. A. Della Ratta

and G. C. Smith of this office on December 8 and 9,1992, of activities authorized by NRC

License No. TR-5.

At the conclusion of the inspection, the results were discussed with

Dr. T. Raby and other members of your staff by Mr. Della Ratta.

Areas examined during n. inspection are important to' public health and safety and are

described in the NRC Region I inspection report that is enclosed with this letter. Within these

areas, the inspection consisted of selective examinations 'of procedures and-representative-

records, interviews with personnel, and observations by the inspectors.

The inspectors observed that the programs being implemented for the control, accountability,

and physical security of special nuclear material were directed toward the protection of public:

health and safety. No safety concerns or violations of regulatory requirements were identified.

In accordance with 10 CFR 2.790(a),' a copy of this letter and the enclosure will be placed in -

the NRC Public Document Room.
